Position: Divisional Social Services Ministries Director (DSMD)
Location: Divisional Headquarters, Social Services, 701 N. Broad Street, Philadelphia
Availability of Position: Immediate
Schedule: Full-Time; 40 + hours per week; evenings and weekends as needed
Reports to: Divisional Social Ministries Secretary
Pay and Grade: $120,000-$125,000. annual; 18 Exempt

Responsibilities
  • Serve as the Divisional Social Services contact point to Corps Officers, Social Services program directors, and Territorial Headquarters.
  • Review and create program expansion proposals based on trends and presentations on new projects and provide input, as needed, on such proposals for presentation to the Mission Alignment Council and the Command Finance Council.
  • Coordinate the THQ grant process in the Division (twice-a-year applications for Thomas Lyle Williams, Ackerman, Beecher Grants, etc.)
  • Review all new and renewal government contracts, particularly highlighting any language which would compromise Salvation Army policy, principles and/or Christian mission and present the facts and recommendation to the Command Finance Council.
  • Disseminate information to the field received from THQ Social Services on a regular basis.
  • Plan and conduct Divisional Social Service training, highlighting pertinent and timely topics for the sake of education and communication with all social work employees.
  • Conduct Evaluations/Program Audits of all TSA Social Service programs within the Division every two years, as well as follow-up with program directors and Corps Officers to ensure recommendations and findings are being corrected and managed and that there is a continued assurance of quality services to clients.
  • Develop the proposed operating budget for the Divisional Social Services Department to be presented to the Divisional Secretary for Program for presentation to CFC by the date established by the Divisional Finance Secretary.
  • Review statistical and funding trends on a quarterly basis (February- May- August- November) for all social service programs. Provide a strategic plan of action annually (no later than November 1) based on trends viewed.
  • Provide assistance, as needed, in forming social services partnership arrangements with other non- profits, ensuring that there are no impediments in carrying out The Salvation Army’s Christian mission or encumbrances on the Army’s identity.
  • Review social services line stats provided by the divisional statistician to ensure all social services provided have been counted.
  • Work with the Director of Partnerships & Government Relations and attend meetings with to explore possible new program initiatives (such as Head Start/Child Care/Second Shift Child, etc.).
  • In times of severe financial difficulty, DSSMD will meet with Corps Officer and their social services staff outlining a plan for diverting to a new program, instructions on guiding employees to seek new employment prior to anyone having to be laid off.
  • Create any reports, as needed, for immediate questions to be answered during MAC/CFC meetings.
  • Create and maintain a Divisional Social Services Caseworker/Supervisor Manual and updated yearly. The manual should include, but not be limited to, protocols, Salvation Army Policy, and Procedures, indicating the appropriate Minutes for casework, client and employee complaint resolution processes, emergency evacuation plans, Divisional Headquarters Social Services organizational chart and vendor MOU’s/agreements. It should also include guidelines for contract submission and approval processes.
  • Present a clear divisional social services plan/vision, including implementation steps for where Eastern PA and DE divisional social services will be at the end of one- three and five years for both programming and funding.
  • Work with the Divisional Community Relations and Development Department staff in the creation of program proposals, which have social services characteristics, giving particular attention to methodology for measuring outcomes.
  • Provide quarterly (January-April-July-October) occupancy data to the Divisional Secretary for Program (for potential presentation to MAC) for residential and institutional programs in the division to determine the impact of those trends on the operating budget and the quality of service.
  • Directly oversee all appropriate housing increases are applied for on a yearly basis.
  • Directly oversee and Supervise Divisional Headquarters social services staff (Divisional Director of Program Consultation and Evaluation; Pathway of Hope Regional Coordinator; Executive Director of Developmental Disabilities Programs; Director of Children’s Services and Div. Statistician/SS Admin/CS Database Mgr., and (indirectly) the work of the Divisional Contract & Compliance Attorney. Providing input and hold regular meetings with each being sure that all Salvation Army Policies and Procedures are being followed.
  • Coordinate and communicate with the Director of Philadelphia Social Services Ministries and the Wilmington Regional Command Social Services Director on all areas of social services, including, but limited to, contracts, statistical information, and grant applications.
  • Provide all MAC and CFC items to Divisional Secretary for Program for review prior to submission. Submit all requests for approval (including, but not limited to conferences, business expenses over $500, vacation-sick day- personal requests, etc.).
  • Attend the monthly Mission Alignment Council, the Divisional Commander’s full staff meetings, and other meetings as directed by the DC.
  • Fulfill any other items relating to social services, as needed, at the request of your direct supervisor, the Divisional Secretary for Program.
