The vision for Integrated Infrastructure Services (IIS) is to inspire trust among citizens and Council in our commitment and ability to deliver quality infrastructure. We are seeking an individual who is extremely driven, highly motivated and can help advance the vision for capital projects into reality, driving a positive transformation of downtown revitalization and vibrancy. This position is a dedicated and centralized leadership role responsible for the overall coordination of a complex capital program in a high-profile area of the city.
Reporting to the Branch Manager, you will lead activities to support strategic alignment and excellence in stakeholder relations for multiple capital projects in the Downtown area. You will play a critical role in the successful delivery of the capital program by proactively identifying and mitigating risks that could impact coordination and stakeholder interests. Leveraging your deep understanding of the capital construction project lifecycle and expertise in project management and construction methodologies, you will employ various risk management and performance reporting techniques to ensure successful public outcomes. Your exceptional communication skills will be essential in translating complex technical information for the public and serving as a key community liaison.

SKILLS REQUIRED FOR SUCCESS:

  • Demonstrated leadership, communication, and stakeholder management skills, with a proven ability to build consensus, facilitate discussions, and resolve conflicts effectively
  • Comprehensive understanding and experience overseeing construction processes related to complex public infrastructure projects including heavy civil, road, bridge and facility projects
  • Demonstrated program management skills including an understanding of project management methods and techniques (PMBOK best practices)
  • Demonstrated experience leading Project Managers, business professionals, and multi-disciplinary teams in the delivery of infrastructure projects
  • Proven planning, organizational and problem solving skills
  • Experience developing and implementing communications and public engagement plans
  • Strong conflict resolution and negotiation skills with experience in proactively identifying and solving complex and sensitive issues between high profile stakeholders
  • Strong verbal and written communication skills, including report writing and presenting
  • Demonstrated ability and willingness to develop strong, strategic, relationships and deliver work in a collaborative, integrated manner
  • Experience managing and working with external partners (consultants, contractors, suppliers, etc.)

Qualifications:

  • A bachelor’s degree in Engineering, Construction Management, or a related field of study
  • A minimum of seven (7) years progressively responsible experience in a combination of: infrastructure project management experience, managing senior level relationships, issues management, stakeholder management, strategic/operational business planning, working with corporate performance measures and budgets, and leadership
  • Program / project experience must be related to the planning, design, or construction of heavy civil, road, bridge, facility and utility infrastructure projects in complex working environments
  • Working knowledge of relevant codes, legislation, regulations, policies and procedures (OH&S, Environmental, Builders Lien Act, etc.
Responsibilities
  • Lead the development and implementation of a stakeholder relationship strategy and program, communications plan and customer service planning for the Downtown Capital Program
  • Act as the City’s primary contact for information sharing and issues management, working with senior level positions both Internal to the City (Branch Managers, Directors) and External Organizations (including Academic Institutions, Business Associations, Community Groups), and individual Businesses
  • Facilitate discussions to gather insights on stakeholder concerns and assess the impact of changes
  • Work with the Communication and Engagement teams and project management teams to establish an integrated, coordinated communication strategy for downtown projects
  • Collaborate with project management teams to guarantee adequate transparency, disclosure, and accountability throughout the management and release of project-related information
  • Coordinate communication with City Council, including supporting or leading Council and Committee reports, information briefings, inquiry responses and other communications
  • Ensure projects within the scope of the Downtown Capital Program are strategically coordinated and aligned with corporate and cross departmental initiatives such as the Community Safety and Well-being Strategy, Downtown Vibrancy Strategy, and Economic Action Plan
  • Connect regularly with project management teams, stakeholders, and industry to ensure that the projects are on track to deliver key outcomes
  • Work with project management teams to develop and maintain an integrated risk management plan and approach
  • Establish and lead appropriate governance structures to support the successful delivery of the program - such as steering and working committees and stakeholder engagement groups
  • Report regularly to the IIS leadership team and other City internal business partners as needed
