Commencement: February 2026 Long term role Based in Daru, Western Province, Papua New Guinea Open to PNG Citizens Only About the Program A stable, prosperous, peaceful and resilient PNG is critical to Australia's interests. Australia is PNG's largest development partner, its main partner on economic and security issues. The Australia PNG Subnational Program (APSP) is an enabling mechanism comprised of three separately designed programs including: Bougainville Partnership (BP), Kokoda Initiative Partnership (KIP), and the Western Province Partnership (WPP). Each program has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems. The APSP also includes the Subnational Governance Implementation Plan (SGIP) that proposes a scalable foundational delivery model of subnational engagement. The SGIP is referenced in the APSP Contract and Strategic Framework as the continuation of the current network of subnational advisers (SNA) in the Western Province, Highlands, Sepik’s and Morobe. There are five high level outcomes which span all programs: Output one: Effective gender-centred programs delivered for Bougainville, Kokoda, and Western Province Output two: Support DFAT to coordinate Australian inputs in selected subnational contexts Output three: Technical assistance targeted at key institutions and policy reforms Output four: Rapid programming of resources in support of DFAT priorities Output five and six: Analysis, learning, and adaptation Managed by Abt Associates under a single contract from 2022 onwards, the centralised approach is aimed to ensure and drive value for money by realising back-office efficiencies, ensure gender is consistently at the forefront of each program and deliver opportunities for learning and adaptation between programs. About the Program Activity The Western Province Partnership (WPP) is a component of the Australia-Papua New Guinea Subnational Program (APSP). The objective of the WPP is for Australia and Western Province foster stronger ties and greater coordination to improve human and economic development, enabling infrastructure and regional security. The WPP will work toward the realisation of the following end of program outcomes (EOPO) by 2026: Women and men participating in program activities have diversified livelihoods from agriculture and fisheries. Targeted communities collaborate to strengthen welfare, production, and resilience. Women contribute to decision-making and take on leadership roles in targeted provincial, district, and community structures. Policy and practice at provincial and district levels are directed towards delivery of minimum priority services. The WPP is nested under the Western Province Strategy which aims to unify Australia’s development assistance and captures Australia’s whole-of-government engagement. About the Opportunity The Driver & Admin Assistant will be responsible to provide reliable and secure driving services for the WPP operations and staff on Daru Island. He/she will be responsible for safe and efficient vehicle operations, additionally may be tasked with supporting other operational and administrative requirements as directed by the WPP Operations and Program teams with support from the Security Coordinator or AMS Fleet Manager. The Driver will work collaboratively with the broader PNG Abt Management Services Safety and Security Team. The Driver will ensure a visible and systematic commitment to achieving gender equality at Abt. Key responsibilities The Driver & Administration Assistant’s specific responsibilities are: Drive staff to and from required destinations in a safe and timely manner Responsible for vehicle and passenger safety at all times. Ensure the security of all tools and equipment in the car. Deliver and collect freight/payments/documents/mail/hub resources as and when required Transport visiting partners, consultants/guests between airport, wharf, jetty and residences. Map out driving routes to the communities and seek approval Provide logistics support to visiting WPP teams, partners and stakeholders during program implementation Report all security related incidents and issues immediately and support staff dealing with emergency situations as directed by the Security Manager. Report all vehicle accidents, malicious damage, or theft from vehicles on occurrence. Maintain vehicles in clean and road worthy conditions. Regularly check the engine and vehicle conditions making sure the vehicle is fuelled and ready to go.. Record vehicle daily mileage in relevant log books. Purchase fuel for vehicles in accordance with relevant policy. Assist in compliance with the APSP Operations Manual, particularly in relation to the management of the hub and farm facilities Any other duties as directed. Key working relationships Reporting to: Security Coordinator Finance and Operations Manager Team Leader Fleet Manager, APSP Working alongside: Logistics and Administration Officer Finance and Administration Officer Facilities Assistant Deputy Team Leader Subnational Adviser Manager, Community Grants Scheme Manager, Economic Initiatives Program Abt PNG Management Services Unit About You Qualifications Grade 10/12 school certificate or equivalent Valid Class Six (6) Driver’s licence and relevant administration qualification is preferred. Experience and local knowledge an advantage but not a requirement Knowledge Knowledge of operational compliance and administration Fair understanding of road and climate conditions in rural settings PNG Road Traffic Regulations Basic vehicle Pre-checklist inspection Skills/Experience Three years relevant experience SDT-Safe Driver training Ability to work independently and as part of a multi-cultural team. Good communication, interpersonal, and problem-solving skills. Excellent time management and organisational skills. High level of attention to detail. Punctual, responsible and reliable.
