Description
The St. Louis Salvation Army is looking for an individual who would like to apply their experience, expertise and skills and ability to fill our Disaster Recovery Services - DRS Construction Manager.   Location: Midland Division, 1130 Hampton Ave. St. Louis, MO   This is a full-time position with a starting salary of $68,000 per year. The role is grant-funded for 12 months with the potential for extension based on available funding. The Salvation Army offers a comprehensive time-off package that includes: * 14 paid holidays * Vacation time * Sick leave * Personal days * One floating holiday The DRS Construction Manager works in close collaboration with Disaster Case Managers to support the recovery process for disaster survivors. This role is responsible for conducting repair and rebuild project assessments, developing detailed scopes of work with cost estimates, and coordinating the repair and/or reconstruction of homes to ensure they are safe, sanitary, secure, and functional.   Key Responsibilities: * Collaborate with Disaster Case Managers during home visits to conduct initial damage assessments, develop detailed scopes of work, and prepare itemized project estimates for all repair and/or rebuild projects. * Review the Statement of Understanding (homeowner’s agreement/scope of work) with homeowners as needed, ensuring each homeowner understands, agrees to, and signs the scope of work prior to the start of construction. Repairs/rebuilds may only begin with the client’s written consent. * Ensure each project includes a clear, detailed, and approved scope of work. * Build and maintain strong relationships with building inspectors and remain well-informed of standard building codes and construction techniques. * Partner with county and city building departments to ensure all repairs and rebuilds are completed in compliance with local codes and regulations. * Secure all necessary components for repair/rebuild projects, including timely acquisition of materials, equipment, and tools. * Coordinate the efforts of volunteers, contractors, and inspectors to ensure projects are completed efficiently and within established timelines. * Travel extensively throughout the St. Louis Region and Central Missouri to oversee and support project activities. A full job description will be provided at the time of hire or upon request.   Qualifications and Requirements: * Bachelor’s degree from a four-year college or university; or three to five years of related experience and/or training; or an equivalent combination of education and experience. * Strong knowledge of building codes, permitting requirements, and construction standards. * Demonstrated ability to manage, direct, and supervise multiple construction projects effectively. * Proficiency in standard office functions, including computer use, phone communication, and related administrative tasks. * Ability to occasionally lift up to 25 pounds. * Work is primarily performed indoors in a temperature-controlled office environment; however, this position requires occasional outdoor travel and site visits in varying weather conditions, including summer heat and winter cold.   The Salvation Army Central Territory does not participate in unemployment compensation programs.
