The South Asia Region (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka) is at a crucial stage of development. Rapid economic growth, driven by urbanization and demographic dividend, has brought down poverty rates, but severe forms of exclusion and disparities based on ethnicity, caste, and gender remain. Rapid growth has also come with congestion and pollution in cities. South Asia is more than other regions affected by changes in temperature and extreme weather event. Additional challenges are that South Asia is underperforming in exports, has large informal sectors and low female labor force participation rates. All these challenges must be addressed to secure rapid growth in coming decades. Private sector led growth, focused on investments in infrastructure, energy, logistics and cities are essential to generate the jobs needed to employ South Asia’s sizeable youth population. At the same time, the region needs to continue building human capital so that South Asia’s population is well equipped for the jobs of the future.

This position is based in Singapore and focuses on air quality management and related topics.
The Environment Department covering the South Asia Region (SAR) seeks to recruit a highly skilled Environmental Economist/Specialist who would work on air quality management issues in the Indo-Gangetic Plain and Himalayan Foothills (IGP-HF) region (including Bangladesh, Bhutan. India, Nepal, and Pakistan). The Environmental Economist/Specialist would be working across various task teams involved in preparing projects and providing implementation support to World Bank-financed activities, on air quality management, environmental health, and related topics, and provide analytical support to reports and other documents. The Environmental Economist/Specialist will be based in Singapore and report to the Singapore-based Environment Department Manager for the South Asia Region (SAR).

Responsibilities:

The Extended Term Consultant (ET Consultant) will provide support to the Environmental Department in support of the work on pollution management engagement in SAR. This will include work supporting the preparation and implementation of projects, and the preparation of strategic documents, analytical reports, and technical meetings and events. The tasks will include, but are not limited to:

  • Coordinate different activities related to regional Air Quality Management (AQM) advisory services and analytics, including both knowledge generation and convening support
  • Assist in the preparation, implementation, and supervision of environmental projects and programs in South Asia
  • Provide technical support and guidance on environmental management to project teams
  • Conduct technical analyses related to air quality, environmental economics, policy evaluation, including data collection, conceptual design, modeling, and interpretation of results
  • Prepare detailed reports, presentations, and policy briefs on environmental issues, project progress, and outcomes
  • Engage with government agencies, development partners, and other stakeholders to promote air quality management initiatives
  • Facilitate effective communication and collaboration between the World Bank, client countries, and other partners
  • Organize and participate in workshops, training sessions, and capacity-building activities for stakeholders.
  • Provide policy advice and technical assistance to governments on air quality management and related environmental issues.
  • Develop knowledge products, such as case studies, technical notes, and guidelines, to disseminate lessons learned and best practices.
  • Maintain an up-to-date knowledge base on air quality management issues and trends in South Asia; and
  • Provide cross-support to other units and teams within the World Bank on air quality management issues

Selection Criteria

  • Advanced degree (Master’s or PhD) in Environmental Economics, Environmental Management, Civil/Environmental Engineering, Environmental Science, or a related field.
  • At least 3-5 years (depending whether Master’s or PhD degree) of relevant work experience in pollution management, with preference for direct experience on air quality. Experience in development of action plans, regulations or other policies targeting pollution is a plus.
  • Strong analytical skills for conducting technical analyses related to pollution and air quality management. This will include working with pollution data, survey data, technology information, and other relevant data sets. Methods used will include economic models such as general/partial equilibrium models, geospatial analysis, survey-based valuation methods, and integrated assessment models.
  • Excellent communication skills in English, both written and verbal, with the ability to prepare detailed reports, presentations, and policy briefs.
  • Proven ability to work independently, deliver results without supervision, and manage multiple work-streams simultaneously.
  • Experience engaging with various stakeholders including private sector, government, development partners, and civil society, facilitating communication and collaboration.
  • Proficiency in standard IT office applications (MS Word, Excel, PowerPoint) and knowledge of statistical software such as Stata and R and knowledge of geospatial information systems such as GIS.
  • International experience, particularly in developing countries/emerging economies, with a willingness to travel frequently and work in multi-disciplinary, multi-cultural teams.Attach the TOR below OR you may insert the selection criteria here.
