Description
Project Context and Scope In September 2026 IOM in cooperation with Austrian Federal Chancellery will launch the Skills Mobility Partnership “EAGLE” between Austria and Egypt. The project will contribute to the deepening of economic cooperation and at the same time strengthen the regular migration routes between Egypt and Austria. The main objective is to mobilize Egypt's existing labor potential in the interests of both countries. This will be achieved through targeted investments in the skills development of the workforce in Egypt in the field of metal technology and processing for the transport sector, in particular on modern welding techniques. A total of 135 people will be trained as part of the project, whereas 100 participants will be trained to emigrate to Austria (Away-Track) and 35 participants will be trained to join the Egyptian labor market (Home-Track). The prerequisite for participation is a completed apprenticeship in metal technology and processing that is comparable to Austrian standards. In addition to extensive language training, the project will consist of 6-month up-skilling course on technical and soft skills. (More information can be found in the project description attached).    A major milestone of the project is the establishment and implementation of a screening and selection process aimed at identifying the 135 most suitable EAGLE candidates, as well as 35 candidates for a reserve list. Selection will be based on predefined minimum eligibility criteria and a range of competency assessments, including technical, language, and soft skills. For candidates in the Away Track, the selection criteria will also take into account factors relevant to obtaining an Austrian Red-White-Red Card. The active involvement of the Austrian private sector, particularly potential hiring companies, is essential to the success of the EAGLE project. To facilitate this, a private sector outreach strategy will be developed, outlining when and how companies will be engaged throughout the project. The ultimate objective of these outreach efforts is to secure commitments from Austrian employers to hire EAGLE graduates by spring 2027.   The lead service provider for the development and implementation of the screening and selection process is Career180 https://career-180.com/en/home [https://career-180.com/en/home]. In Austria, a consultant will support the development of the EAGLE candidate selection framework by ensuring that Austrian labour market requirements, employer expectations, and relevant eligibility considerations are adequately reflected in the selection process. Working closely with IOM Austria, IOM Egypt, and Career180, the consultant will review and provide recommendations on the selection framework and criteria, contribute to the development of employer outreach and engagement strategies, and support the identification of Austrian companies interested in hiring EAGLE graduates. Particular emphasis will be placed on engaging SMEs in the metal processing and transportation sectors and strengthening pathways to employment opportunities for EAGLE graduates in Austria.
