BACKGROUND AND PURPOSE OF THE ASSIGNMENT: Yemen ranks third globally in climate vulnerability, facing frequent and severe shocks. Since January 2024, 490,000 people have been displaced, 93.8% due to climate-related crises. Between June and August 2024, 8 million were at high risk from devastating floods. As one of the world’s most water-stressed nations, Yemen grapples with worsening droughts, water shortages, and desertification. In 2023, Cyclone Tej destroyed 5,000+ hectares of crops, while 2024 floods wiped out farmland, livestock, and incomes, deepening reliance on humanitarian aid. To combat these escalating risks, WFP is strengthening disaster risk reduction, climate adaptation, and resilience-building in collaboration with partners. Through Early Warning Systems (EWS) and Anticipatory Action (AA) embedded in national disaster risk management plans, WFP enhances preparedness for droughts, floods, and cyclones. Improved alert dissemination via CAMA and the Mukalla Early Warning Center enables proactive community responses, such as early harvesting or livestock relocation. To advance these efforts, WFP is recruiting an Early Warning and Anticipatory Action International Consultant (CSTI) to enhance EWS/AA interventions, integrate best practices, and strengthen resilience. Reporting to the Head of Programme with technical oversight from the Programme Policy Officer (PPO) for Livelihood and Resilience, the consultant will lead key initiatives to safeguard food security and livelihoods in Yemen. ACCOUNTABILITIES/RESPONSIBILITIES: 1.Support EWS/AA Implementation a. Assist in developing Yemen’s Anticipatory Action Plan, coordinating with government and UN partners. b.Supervise local partners with Mukhalla FO focal point for project implementation and reporting to ensure standardization, alignment and integration with ongoing initiatives around climate and weather services. c.Support the establishment and coordination of the AA Technical Working Group and its activities. d.Support organizing a workshop on climate information messaging 2.Lead development of a Green Climate Fund (GCF) proposal on climate information and anticipatory action in coordination with the Ministry of Water and Environment with the support of VAM, RBC and HQ. 3.Draft EWS/AA strategy development, ensuring flexibility to adapt said strategy to encompass HQ, Regional and Country level priorities, with the capacity to adapt to the everchanging humanitarian landscape across the Yemen Operations including the possibility of linkage with shock responsive social protection intervention. 4.Represent WFP in inter-agency EWS/AA working groups by managing internal and external relationships including coordination among local authorities, cooperating partners, clusters, INGO, other UN agencies and other relevant project stakeholders. 5.Identify and support capacity building initiatives for the Civil Aviation and Meteorology Authority (CAMA) and the Mukalla Early Warning Center. 6.Work closely with partners, organizations and agencies with funding for EWS/AA to ensure standardization, alignment and integration with ongoing initiatives around climate and weather services. 7.Maintaining collaboration with several other non-government partners to guide and facilitate in the localization of EWS/AA agenda. 8.Support standardization of risk assessment tools and its guidelines, further contribute to the ongoing localization of EWS/AA. 9.Support and advocate with CAMA and Governorates for scaling up the EWS and facilitate coordination and liaison between government actors and other relevant agencies. 10. Work closely with Environmental and Social Sustainability (ESS) and the Engineering units to ensure quality and cost efficiency interventions to avoid negative environmental impact of EWS/AA actions. 11.Document any lessons learned and guidelines for the development of future EWS/AA interventions. 12.Any other related tasks as required. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: •Advanced University degree or First University degree with additional years of related work experience and/or trainings/courses. Experience: •A minimum of 5 to 10 years relevant professional work experience in Programme implementation in humanitarian context. Knowledge & Skills: •Knowledge of climate change and some exposure to development and humanitarian issues in Yemen. •Experiences in management or development of EA/AA project •Strong writing, organizational skills and experience in Microsoft Package. •Strong team works and coordination capacities. Languages: •Fluency in oral and written communication in English.
