Description POSITION DESCRIPTION Summary/Objective United Way Fresno and Madera Counties is hiring an Economic Mobility Manager to oversee the implementation of our Financial Health and Empowerment programs. Reporting to the Vice President of Impact, this position will be responsible for the Free Tax Preparation Program, the REACH Utility Assistance Program, the Savings Match Program, and other financial empowerment initiatives such as the Central Valley Bank on Initiative. This position will develop and implement strategies and programming that supports individuals, families and communities to improve their economic health, connecting them to resources for financial advancement while working to eliminate systemic barriers and create inclusive opportunities that supports long-term economic and social prosperity, particularly for historically underserved populations. The successful candidate will have a proven ability to collaborate with individuals and organizations, exhibit critical thinking/sound judgment and maintain a strong commitment to equity, quality assurance, ability to analyze reports and data, and have phenomenal written and oral communication skills. Staff management: Supporting training and hiring of new staff, as well as supervising, mentoring and coaching staff. Operational Oversight: Management of daily program operations, ensuring that tasks are completed efficiently, and monitoring productivity. Project Management: Leading project inception and completion, tracking objectives within project scope, planning tasks, coordination of teams, and creating reports; ensure compliance with funding requirements Budget Assistance: track utilization of program budget, co-manage as needed and contribute to budget development. Communication: providing clear expectations to staff, acting as a liaison between employees and higher-level positions, communication of progress towards programmatic goals and objectives. Skilled at conversing with partners and community stakeholders. Culture-Building: commitment to accountability and creating an environment where both community members and staff feel valued and supported. Performance Management: evaluating performance, providing feedback effectively, and implementing improvement plans when necessary. Relationship-Building: Fostering and supporting internal collaboration across departments; cultivating relationships with key community partners, funders, government agencies, and other CBOs. Reporting: Monitoring and reporting program progress, metrics and performance. Position-specific responsibilities: Develop, implement and manage programs specifically focus on economic empowerment, financial literacy and education, and access to financial tools. Oversee economic mobility and opportunity related reporting, incentive programs, contracts, and agreements, ensuring alignment with both organizational objectives and funding requirements. Connect participants with relevant community resources, benefits, financial tools and other support services. Successfully complete all required tax law training and certifications for the Free Tax Preparation Program. Provide tax services including education, outreach and tax preparation services for eligible community members. Maintain accurate participant records, track program outcomes, and analyze data to inform program improvements and demonstrate impact. Build and maintain strong relationships with community organizations, faith-based organizations, financial institutions, government entities, and other stakeholders to expand program reach, impact and effectiveness. Provide guidance, support and expertise to partners implementing economic mobility programming. Integrate equity across all economic mobility and opportunity strategies, ensuring inclusive engagement and decision-making from underrepresented communities. Requirements KNOWLEDGE/SKILLS? Strong understanding of economic development strategies and financial tools. Understanding of tax law and tax credits Exceptional communication, presentation and interpersonal skills with the ability to engage diverse stakeholders, including elected officials, community groups, non-profit organizations, and financial institutions. Ability toe workcollaboratively with local governments, private sector partners, faith-based organizations, and non-profit organizations. Proficiency in data analysis, economic development, project management and scheduling software programs. Ability to manage multiple time-sensitive projects and prioritize accordingly. Understanding of the core tenants of community outreach and engagement. Demonstrated project management expertise. EDUCATION AND/OR EXPERIENCE Any combination of education and experience providing skills and knowledge for successful job performance is acceptable. However, typical qualifications include: Education: bachelor’s degree in business administration, public administration, economic development or a related field. Experience: at least three years of progressively responsible experience in economic development, partnership development, financial education and planning, or related areas. Experience in volunteer management and recruitment a plus. Bilingual (desired not required) CERTIFICATES, LICENSES, AND/OR REGISTRATION Possess a valid California Driver’s License and verifiable automobile insurance Must have the use of a reasonably reliable automobile or equivalent vehicle for transportation to offsite training and events SUPERVISORY RESPONSIBILITY Coordinators and volunteers/interns as needed.
