Description
Key Responsibilities EHS Program Development & Implementation * Develop, implement, and continuously improve comprehensive health and safety management systems aligned with OSHA 1994, ISO 14001 and ISO 45001 requirements . * Establish and maintain EHS policies, procedures, and Safe Work Instructions for all manufacturing processes and high-risk activities . * Create and implement permit-to-work systems for confined space entry, hot work, working at height, electrical work, and lockout/tagout procedures . * Design and execute emergency response plans, evacuation procedures, fire safety protocols, and conduct regular emergency drills . * Develop key performance indicators (KPIs) to measure safety performance. Hazard Identification & Risk Assessment * Conduct comprehensive Hazard Identification, Risk Assessment and Risk Control (HIRARC) for all work processes, equipment, and manufacturing activities . * Perform regular workplace safety inspections, audits, and hazard surveys across production areas, warehouses, maintenance workshops, and support facilities . * Identify unsafe conditions and unsafe work practices; implement immediate corrective actions and long-term preventive measures . * Assess risks associated with machinery operation, chemical handling, manual material handling, ergonomic hazards, and process operations . * Utilize recognized risk assessment methodologies and ensure control measures follow the hierarchy of controls (elimination, substitution, engineering controls, administrative controls, PPE) . Incident Investigation & Analysis * Lead thorough investigations of all workplace accidents, injuries, near-misses, dangerous occurrences, and occupational diseases using root cause analysis techniques . * Coordinate accident investigation teams, document findings, and prepare comprehensive incident reports with corrective and preventive action plans . * Track closure of incident reports and verify implementation of corrective actions. * Analyze safety data and incident trends to identify systemic issues and recommend proactive improvement initiatives. * Ensure timely notification and reporting of occupational accidents, diseases, and poisoning to DOSH as required by regulations . Emergency Response & Incident Management * Serve as the Incident Commander or ERT Leader during any on-site emergency (e.g., fire, chemical spill, medical emergency, natural disaster), ensuring a swift, safe, and coordinated response. * Develop, maintain, and update the comprehensive site Emergency Response Plan (ERP), including evacuation procedures, communication protocols, and specific action plans for various scenarios. * Plan, coordinate, and execute regular, realistic emergency drills and tabletop exercises to test preparedness and evaluate team performance. * Manage the ERT, including recruitment, scheduling, and ensuring all team members receive appropriate training and certifications (e.g., first aid, CPR, fire suppression, Hazmat response). * Liaise and coordinate with local external emergency services (fire department, police, hospital) to ensure alignment between internal and external response plans. * Ensure all emergency response equipment, including firefighting apparatus, first aid stations, and AEDs, is regularly inspected, well-maintained, and fully operational. * Document all emergency incidents and lead post-incident debriefs to identify areas for improvement and implement necessary changes to the ERP.  EHS Training & Competency * Develop and deliver comprehensive EHS training programs including new employee EHS induction, orientation for contractors and visitors, and job-specific training . * Conduct toolbox talks, EHS briefings, and EHS awareness campaigns to promote EHS culture and employee engagement . * Organize specialized training for high-risk activities including working at height, confined space entry, lockout/tagout, chemical handling, and emergency response . * Maintain detailed training records and ensure refresher training is conducted as required . * Develop training materials, standard operating procedures, and visual aids to support effective safety communication . Compliance & Regulatory Management * Ensure full compliance with all applicable Malaysian environmental safety and health legislation including Occupational Safety and Health Act 1994 (Act 514) and 2022 amendments , Environmental Quality Act 1974 and subsidiary regulations . * Stay current with regulatory changes, amendments, and new requirements; communicate implications to management and implement necessary adjustments . * Coordinate and support inspections, audits, and enforcement visits by DOSH, BOMBA (Fire Department), DOE and other regulatory authorities. * Prepare and submit statutory reports, notifications, and compliance documentation to regulatory agencies as required (NADAPOD reporting - JKKP 6, JKKP 7, JKKP 8) . * Maintain comprehensive EHS documentation including inspection records, audit reports, training certificates, incident investigation files, and risk assessments . EHS Committee & Stakeholder Engagement * Coordinate committee meetings, prepare agendas, document minutes, and track implementation of committee recommendations . * Collaborate with department managers, supervisors, and employees to address safety concerns and foster shared responsibility for safety . * Manage contractor safety including pre-qualification assessments, safety inductions, permit issuance, and monitoring of contractor work activities . * Liaise with external stakeholders including regulatory authorities, insurance providers, certification bodies, and industry associations . Continuous Improvement & EHS Culture * Drive continuous improvement in safety performance through data analysis, benchmarking, and implementation of best practices . * Promote a proactive EHS culture where all employees take ownership of safety and are empowered to identify and report hazards . * Support management reviews and participate in strategic planning to integrate EHS into business operations . * Conduct EHS audits and system assessments to verify effectiveness of EHS programs and identify opportunities for enhancement . * Champion housekeeping, preventive maintenance, and workplace organization initiatives that support safe operations . Scheduled Waste Management * Implement scheduled waste management procedures: identification, classification, labelling, segregation, and storage of hazardous wastes. * Coordinate collection and disposal with DOE-licensed contractors and monitor manifest and consignment documentation. * Maintain accurate scheduled waste registers and ensure timely submission to the authority portal. * Conduct periodic waste minimization and recycling assessments; recommend reduction and substitution initiatives. Industrial Hygiene: * Conduct occupational health risk assessments for physical hazards, chemical exposures, biological agents, and ergonomic risks . * Implement Chemical Health Risk Assessment (CHRA) programs in compliance with Use and Standards of Exposure of Chemicals Hazardous to Health (USECHH) Regulations 2000 . * Coordinate workplace exposure monitoring programs including noise assessments, air quality sampling, and industrial hygiene surveys . * Manage medical surveillance programs, pre-placement examinations, periodic health screenings, and fitness-for-work assessments for at-risk employees . * Evaluate and specify appropriate Personal Protective Equipment (PPE) based on hazard assessments; ensure proper selection, fit testing, use, and maintenance . * Address ergonomic issues and musculoskeletal disorder risks through workplace design improvements and ergonomic interventions .   Qualifications & Requirements Educational Requirements * Minimum: Bachelor's Degree in Occupational Safety and Health, Industrial Safety, Environmental Health and Safety, Engineering (Industrial, Mechanical, Chemical), or related technical field from recognized institution . * Acceptable Alternative: Diploma in Occupational Safety and Health with extensive relevant experience (minimum 5+ years). Professional Certifications (Highly Preferred) * Basic Occupational First Aid & CPR certification from a recognized provider . * ISO 14001 & 45001 Lead Auditor / Internal Auditor certification . * Certified Environmental Professional in Scheduled Waste Management (CePSWaM). * Train-the-Trainer (TTT) certification for effective training delivery . * Certified Emergency Response Team by BOMBA. * Fire Safety Management certification. * Specialized certifications in working at height, confined space, lockout/tagout, or other high-risk activities. * DOSH Safety Passport / Green Book Holder (Registered Safety and Health Officer with DOSH Malaysia) . Experience Requirements * Minimum 3-5 years of hands-on environmental health and safety experience in manufacturing or industrial production environments . * Demonstrated experience implementing EHS management systems and achieving measurable safety performance improvements. * Proven track record conducting risk assessments, incident investigations, safety audits, and developing safety programs . * Experience delivering EHS training and driving EHS culture change across diverse workforce levels. * Experience managing contractor EHS and coordinating with regulatory authorities .
