SUMMARY: Perform highly skilled work in the calibration and repair of industrial electrical/instrumentation and control systems operated by Columbus Water Works. Perform preventive, predictive and reactive maintenance on all instrumentation, data collection, data transmission, motor controls, and power distribution systems. Perform calibrations on various types of instrumentation devices. Plan and execute electrical construction projects in accordance with the NEC (National Electrical Code) and all other applicable codes. Able to troubleshoot electronic systems, radio systems, SCADA (Supervisory Control and Data Acquisition) system, flow monitoring equipment, level sensors, pressure transmitters, PLC’s and other instrumentation commonly used in water and wastewater industry. Enter time, materials, and pertinent data into CityWorks reporting software as work orders are completed. Occasionally works in confined spaces, high precarious places, and outside weather conditions. Perform related duties as required. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. * Perform highly skilled work in the industrial plant maintenance of electrical components associated with water and wastewater equipment as directed and scheduled by the Managed Maintenance Department and Computerized Maintenance Management System. * Carry out job duties associated with the generation of work orders in the CMMS. Enter time, materials, and pertinent data into CityWorks as work orders are completed. * Lead and supervise cross-functional work groups to perform installation, maintenance, and repair of electrical and electronic equipment operated and maintained by Columbus Water Works. * Perform on the job training of subordinate workers in advanced electrical skills and maintenance practices. * Be cognizant of and follow all applicable safety regulations as established by Columbus Water Works. * Inspect electrical systems, equipment, and components to identify hazards, defects, and the need for adjustment or repair and to ensure compliance with the NEC and all other applicable codes. * Read and interpret electrical and electronic schematics, power distribution one-line drawings, ladder logic diagrams, blueprints, operations and maintenance manuals, and other technical documents. * Perform the most advanced level of troubleshooting on complex electrical control systems, SCADA systems, radio systems, flow monitoring equipment, level sensors, pressure transmitters, PLC’s and other instrumentation commonly used in water and wastewater industry. * Perform the most advanced level of troubleshooting on motors up to 1750 Hp and 4160 Volts, motor starters, medium voltage autotransformer and reactor type motor starters, high voltage switchgear, motor control circuits, electrical panels, motor control centers, and other electrical systems commonly used in water and wastewater industry. * Perform root cause analysis on repetitive and catastrophic failures of electrical equipment and systems. * Plan and execute electrical construction projects in accordance with the NEC and all other applicable codes. Create a material list for a new installation, run all conduit necessary, pull and terminate all wires, and install any needed panels, junction boxes, motors, outlets, breakers, and any other electrical components needed. * Able to select, install, program, troubleshoot, and maintain variable frequency drives and solid state reduces voltage soft starters of varying manufactures and sizes. * Able to correctly size, install, program, troubleshoot, and maintain AC generators of varying manufactures. Able to transport and maneuver trailer mounted emergency generators as well as select the correct voltage and phase configuration, and connect cables to a manual transfer switch, even in inclement weather. * Safely and expertly use test equipment to analyze and diagnose electrical components and systems, including but not limited to multi-meter, mega-ohm meter, amp meter, signal generator, Hart communicator, watt meter, rotation meter, and cable and antenna spectrum analyzer. * Safely and expertly use tools to perform maintenance and repairs on electrical components and systems, including but not limited to hand tools, power tools, conduit benders, trenchers, and various types of man-lifts. * Expertly use laptop computers and various software programs to communicate with, program, and troubleshoot microwave radio equipment, protective relays, and various types of PLC’s. * Possess understanding of Operational Technology networking and topology use and maintenance. * Perform calibrations on pressure transmitters, differential pressure flow meters, area velocity flow meters, ultrasonic level indicators, Cl2 analyzers, pH meters, turbidimeters, and all other instrumentation devices used by CWW. * Perform predictive maintenance including but not limited to infrared thermography and dielectric absorption testing of motors. * Communicate with supervisor for the requisition for parts needed to perform job duties. * Perform on call duties to immediately respond to after-hours electrical emergencies on a rotating schedule. * Maintain a working knowledge of the chemical and biological processes of water and wastewater treatment systems and attend, as directed, various schools and seminars to maintain a knowledge base of current technological advances in the water and wastewater environment. * Perform tasks on medium and high voltage power distribution equipment including, but not limited to, the operation, insertion, or removal of circuit breakers and switches within metal clad switchgear, and the operation of outdoor hook stick and gang-operated from grade disconnects as needed to de-energize or reconfigure distribution feeds. * Gain certification and expertly utilize Infrared Thermography to perform non-destructive testing and analysis of various motors, pumps, electrical load centers, switchgear and other equipment necessary to predict and prevent catastrophic failure of equipment used in CWW operations. * Safely work in or around energized electrical equipment using Personal Protective Equipment (PPE) including but not limited to arc-flash rated clothing, insulated gloves, and voltage rated hand tools. QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Technical School or Vocational School training in Electronics or Instrumentation Technology preferred. Specialized courses related to water or wastewater treatment measurement and control systems are preferred. At least 5 years of continual experience in electrical/electronic maintenance or industrial plant maintenance required. A combination of education and experience, which will provide the required knowledge, skills, and abilities will be considered. Ability to perform skilled work in plant maintenance of electrical components required. Possession of a valid driver's license and good driving record required. Ability to perform on-call duties on a rotating schedule required. Experience with data entry into computerized system required (ex. CityWorks). Must possess basic computer skills while utilizing Microsoft Word, Outlook, Adobe, and Excel. Working experience in troubleshooting industrial plant equipment and routine preventive plant maintenance experience required. Working experience in troubleshooting electronic systems, radio systems, SCADA system, flow monitoring equipment, level sensors, transmitters, PLC’s and other instrumentation commonly used in water and wastewater industry preferred. Able to write routine reports and correspondence and verbally communicate clearly and concisely and able to carry out instructions using good judgment whether furnished in written, oral or diagram form. LANGUAGE SKILLS: Able to read and interpret documents such as safety rules, operating and maintenance instructions, and procedures manuals, wiring diagrams and schematics. Possess the ability to write routine reports and correspondence. Possess the ability to verbally communicate clearly and concisely. MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percentage and to draw and interpret various graphs using computer programs. Must have the ability to solve complex algebraic equations as used in the water and wastewater industry utilizing units such as altitude, pressure, and flow. REASONING ABILITY: Possess the ability to analyze and solve complex problems involving control algorithms, flow and level systems and data communications equipment and to quickly assess and provide solutions to complex problems involving Water and Wastewater Plant control systems. PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee occasionally works in high, precarious places (ex. water storage tanks approx. 165 ft).
