Description
General Statement of Duties Performs clerical and administrative duties to maintain voter registration and election records.   Classification Summary The principal function of an employee in this class is to update and maintain voter registration data and election records in compliance with established statues and regulations. An employee in this class assists the County Clerk in preparing and conducting Primary and General Elections, and City and Taxing District elections. This Deputy Clerk position is also responsible to perform as a backup for customer assistance, as needed, for the Record's Clerk. The work is performed under the general supervision of the County Clerk. The nature of the work requires the employee to be detail oriented and cross-trained to perform other functions in the office. The principal duties of this class are performed in a general office environment.   Examples of Work (Illustrative Only)   Essential Duties and Responsibilities * Operates computer to enter or revise voter registration data into computer record; * Updates and maintains voter registration cards. * Assists the public in completing voter registrations; * Reads and interprets county maps to identify voting precinct and instructs public as to polling locations for appropriate precinct for various elections and jurisdictions; * Responds to telephone and personal inquiries related to voter registration procedures and deadlines, polling places, legislative districts and related information; * Receives and processes voter registration information according to established procedures; * Processes voter cancellation cards, identifies essential personal information such as previous registrations, address, etc., prepares and mails cancellation notice to previous jurisdiction; * Publishes legal notices concerning Primary, General and Taxing District Elections; * Coordinates with the Secretary of State and others in the preparation and printing of election ballots; * Prepares polling places with polling booths, supplies, etc.; * Prints and distributes election polling books for City, County and Taxing District elections; * Reviews and maintains Sunshine Reports for accuracy and adherence to Idaho Code; informs candidates of necessary deadlines; * Receives and maintains records of declaration of candidacy forms; verifies declarations and validates signatures; * Reads and writes legal descriptions for precinct boundaries; * Processes all requests for absentee ballots; * Issues certificates of nomination and election; * Verifies County residency requirements; * Maintains ballot scanner and other election equipment in good, operating condition; * Performs other office functions as needed, including issuing marriage licenses, liquor licenses and processing passport applications, answering the phone, recording instruments for title companies and the public; preparing bills; and processing mail; * Responds to citizens' questions and comments in a courteous and timely manner; * Training and Hiring Poll workers, including running payments to poll workers * Performs all work duties and activities in accordance County policies, procedures and safety practices.   Other Duties and Responsibilities * Attends meetings, conferences, workshops and training sessions and reviews publications and audiovisual materials to become and remain current on the principles, practices and new developments in assigned work areas; * Assists other office staff when needed. * Verify student eligibility for tuition assistance through Applications of Certificate of Residency. Maintain list of all current /past student’s payments, communicate with school/employee/student. Submit Certificates of Residency to BOCC for approval/denial. * Print and post Holiday closure notices. * Performs other related duties as required.   Required Knowledge, Skills and Abilities Knowledge of: * Idaho election laws, regulations and procedures; * Elmore County election procedures, processes and political subdivisions (districts and precincts); * Election equipment and machines; * Ballot organization and development; * Idaho Recorder's processes and procedures; * Recording equipment and procedures; * General office practices and procedures. * The principles and practices of accounting, specifically governmental fund accounting * County fiscal practices and procedures; * Professional accounting standards and ethics * County policies and budgeting regulations and procedures; * General ledger posting, budget development or financial statement preparation   Ability to: * Read, interpret and apply laws, resolutions, ordinances, codes, and contracts; * Operate a variety of standard office and election equipment; * Operate a computer to maintain accurate election and registration records; * Communicate effectively, both orally and in writing; * Maintain effective working relationships with other County employees, supervisory personnel, state and local elected officials and the public; * Prepare accurate and reliable reports containing election information; * Respond to citizen requests in a courteous manner; * Read maps and utilize GIS programs to locate and pinpoint polling sites and precinct boundaries; * Prepare and maintain complete and accurate election records; * Understand and follow oral and/or written policies, procedures and instructions; * Operate a personal computer using standard or customized software applications appropriate to assigned tasks; * Make sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures; * Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines; * Travel to various polling places or other locations for election purposes; * Analyze detailed information and research and reconcile general ledger accounts; * Prepare accurate and complete financial reports from accounting data; * Make arithmetical computations quickly and accurately; * Maintain records efficiently and accurately and * Read, interpret and apply laws, resolutions, ordinances, codes, and contracts; * Integrity, ingenuity and inventiveness in the performance of assigned tasks.   Acceptable Experience and Training * High school diploma or equivalent general educational development (GED) certification with course work in general office skills; or * Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work. * Minimum one-year experience in accounting, bookkeeping, or related financial/auditing work preferably in a governmental environment. * Experience with GIS programs preferred.   Special Qualifications * Valid Driver's License   Essential Physical Abilities * Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively; * Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to establish, maintain and monitor election data and records; * Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate computer equipment, ten key calculator and other office equipment; * Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to work in an office setting and occasionally travel to various locations within the County. * Assists the County Clerk in hiring and training poll workers; * Verifies signatures on State-wide and local ballot petitions. Position to remain open until filled. Shift hours are Monday through Friday from 8:00 am to 5:00 pm with an hour lunch break. Will work elections that may run late into the evening.
Responsibilities
