JOB SUMMARY:

Managing attachment requests, conducting field surveys and load assessments, performing pole make-ready engineering, ensuring regulatory and safety compliance, collaborating with stakeholders, maintaining accurate records, and managing pole attachment agreements to balance safety, efficiency, and revenue for the utility

EXPERIENCE:

Requires a minimum of two (2) years of experience in utility design or five (5) years’ experience in one of the following areas: Joint use, pole attachments, utility construction, electric utility operations or support function.

EDUCATION:

On the job technical experience will be considered in lieu of meeting preferred education. Preferred education includes a bachelor’s degree from an accredited college or university. Technologists possess an Engineering Technology degree from an accredited college or university.

Responsibilities
  • Reviewing and approving applications for new attachments or modifications to ensure they meet pole owner requirements and the National Electrical Safety Code (NESC).
  • Conducting site walks to assess pole condition, verify existing attachments, identify violations, and gather data on pole loading and available space for new equipment.
  • Designing and engineering necessary pole modifications, known as “make-ready work,” to ensure poles can safely support new attachments, including pole replacements or anchor installations.
  • Ensuring all joint use activities comply with federal regulations (like FCC guidelines), state laws, and local utility-specific standards and requirements.
  • Documenting all aspects of pole attachments in a Geographic Information System (GIS) to track ownership, attachment details, and billing, crutial for asset management and revenue generation.
  • Develop relationships with internal and external customers and contractors to meet and exceed their expectations daily including but not limited to attachment entities such as telecom companies.
  • Maintaining accurate and up-to-date records of all attachments and contractual agreements.
  • Enforcing the terms of existing pole attachment agreements by addressing unauthorized attachments, safety violations, and managing pole transfers.
  • Leveraging accurate data and efficient management of joint use to identify and recover lost revenue from under-billed or unauthorized attachments.
  • Proactively identifying and mitigating risks associated with pole loading, clearance violations, and other structural concerns to ensure the safety of personnel and the public.
  • Manage multiple assignments and priorities concurrently, while looking for ways to continuously improve processes to gain efficiencies.
  • Participate in emergency response activities or support company operations as needed.
