SUMMARY
Incumbent performs multiple, varying and complex assignments and plans implementation of projects/programs under limited direction of a manager, a project/program manager or more experienced engineer. Applies experience and advanced knowledge of engineering principles, theories and concepts applicable to his/her discipline to accomplish assignments, develop plans and techniques to improve programs and policies.

DUTIES AT THE G BAND:
Applies basic knowledge of electronics engineering principles, theories and concepts to a mixture of basic and routine (but progressively more difficult) installation projects, assists more senior level field engineers in performing a range of activities associated with project installations: including monitoring contractor performance for quality assurance; reviewing and recommending schedules for approval; recommending approval of contractor submittals/drawings; ensuring compliance with safety/environmental standards and risk mitigation guidelines and the maintenance of project material inventories.
Provides support in drafting weekly status reports to installation coordinators and contracting officers along with written evaluations of installation materials and techniques.
Assists in the inspection of all work-in-progress and work completed; technical review of engineering packages with particular emphasis on electronic and automation engineering portions, assisting in project component testing, collection and documentation of Facility Reference Data File (FRDT) data.
Refers problems and work issues to a manager or more experienced engineer when existing guidelines are not available or applicable.
DUTIES AT THE H BAND:
Applies experience and detailed knowledge of engineering principles, theories and concepts to plan and accomplish assignments. Demonstrates some independence in planning time and using assigned resources to accomplish assignments. Typical assignments include: Conducts site surveys for facilities and systems as well as develop and coordinate project scope, cost estimates, facility and NAS risk mitigation, project schedules, resource requirements and project closeout for assigned projects.
Performs construction and/or installation activities including the conduct of daily operations, overall schedule reviews, drawing approvals, project coordination, safety and environmental requirements and interfacing with logistics on contract award/modification and material acquisition.
Assists in the performance of COR/TOR duties for implementation of construction and installation activities.
Establish policies/procedures provide guidance for most assignments but allow some discretion to select the most appropriate approach. Refers difficult problems and work issues to a manager, program/project manager, team leader or more experienced engineer when guidelines are not available or applicable.
DUTIES AT THE I BAND:
Develops engineering designs and site adaptation of standard engineering designs. Conducts site surveys for facilities and systems, as well as develops and coordinates project scope, cost estimates, facility and NAS risk mitigation, project schedules, resource requirements and project closeout for assigned projects.
Conducts engineering analysis and studies for establishment, sustainment and maintenance projects. Estimates, manages and accounts for funding of assigned projects.
Initiates, modifies and assesses task orders/work releases/contracts with TSSC, NISC and others in response to changes in scope, performance and cost.
Reviews and approves contractor submittal. Interfaces with Logistics on contract award, modifications and materials acquisitions. Performs the full range of construction and/or installation activities including the conduct of daily operations, overall schedule reviews, drawing approvals, project coordination, safety and environmental requirements.
Performs the full range of COR/TOR duties for implementation construction and installation activities. Accountable for ensuring conformance with established FAA regulations, policies and procedures.
