JOB DESCRIPTION

Union County Public Safety is currently accepting applications for the position of Operations and Training Officer. This position is a 40-hour work week and requires on-call 24/7 for emergency response.
Knowledge in developing comprehensive plans, compliance with local, state and Federal rules, regulations and standards of Hazardous Materials, coordination of training and exercises, grants, understanding of incident command (ICS/NIMS) and emergency management is preferred. Must be willing to possess and maintain certifications. Responds to emergencies and/or disaster situations which could involve hazardous materials, a pandemic, and inclement weather and other incidents of critical significance.
Applicants must be customer service-orientated, work with various agencies and the public and have the ability to multitask and handle high-level stress during an emergency. Prepare various forms, reports, and documentation. Assist with the development of policies, procedures and guidelines and conduct and/or schedule various training within the County. Utilization of various office equipment and emergency response equipment, as needed. The applicant must possess computer skills and utilize various computer programs, such as Word, Excel, and PowerPoint.

MINIMUM QUALIFICATIONS:

• Associate’s degree in Emergency Services; supplemented by three (3) year(s) of progressively responsible experience in emergency services response or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
• Must possess a valid Pennsylvania driver’s license.
  Candidates must complete a satisfactory pre-employment drug and alcohol screening and a criminal background investigation.

• Assists in developing and implementing comprehensive plans, procedures and systems to ensure an efficient and effective response to both natural and man-made emergencies and disasters of critical significance throughout the County; works in cooperation with the Emergency Management Director and other entities to conduct vulnerability analysis and risk assessments, taking into account all County residents and resources; participates in a unified command structure, damage assessment, search and rescue, debris removal, and restoration of critical services and utilities.
• Assists and provides training and exercises for emergency responders, elected/public officials, non-governmental organizations, critical infrastructure, public citizens, volunteers, business and industry; develops and/or facilitates training; directs, plans, and conducts local tests and exercises; recruits, organizes, trains and exercises volunteers and other county department staff to provide and augment response during disasters; analyzes and evaluates plans, procedures, and programs; reviews and recommends changes.
• As an on-call 24-7 position, the Operations Officer will respond as directed by the Emergency Management Director for emergency and disaster situations involving hazardous materials, inclement weather, and evacuation and/or sheltering among other events; provides assistance with coordinating County resources; assists in developing the Incident Action Plan, conducts incident reviews and debriefings including critiques and damage assessments after emergency situations; serves as the Deputy and back up on-call Emergency Management Director; works in the Emergency Operations Center (EOC), as directed by the Emergency Management Director.
• Works closely with the Emergency Management Director to provide mutual aid support to surrounding cities, counties and the state; reviews and updates mutual aid procedures and agreements; develops, plans and conducts internal and multi-agency emergency exercises to evaluate planning and preparedness; develops the After-Action Review (AAR) as well as the Improvement Plan; cooperates with federal, state, and local law enforcement, emergency management, and/or other agencies as necessary.
• Promotes the importance of emergency preparedness in the community; assists business, industry and community groups in developing emergency plans and testing of the same; prepares and conducts presentations for the community; develops written materials concerning all facets of emergency preparedness and management, including procedures and contingency plans; assists in assessing community and organizational needs to determine public safety training and exercise programs.
• Coordinates, interprets and ensures compliance with local, state and Federal rules, regulations and standards concerning hazardous materials; plans for and coordinates response to hazardous materials incidents; develops and implements evacuation plans, routes and shelters; conducts site visits; and maintains related records.
• Maintains the County Emergency Operations Center in cooperation with the Emergency Management Director; develops and maintains operations manual, staff procedures and action guides; trains staff in operational procedures; activates (when required) the EOC and appropriate emergency functions; assists with supervising EOC operations.
• Develops and maintains programs to provide and augment the essential services in time of an emergency; develops and maintains an inventory tracking list of emergency management equipment and acquires equipment to assist local jurisdictions to respond effectively to an emergency; assists County and Municipal departments with developing emergency procedures.
• Prepares or completes various forms, reports, correspondence, charts, spreadsheets, policies and procedures, emergency plans, training programs, grant applications and reports, press releases, surveys, damage assessment forms, NIMS forms, or other documents.
• Receives various forms, reports, correspondence, logs, grants, various types of emergency and evacuation plans, hazardous materials reports, incident action plans and reports, policies, procedures, directories, reference materials, emergency response guides, communication manuals, rules and regulations, codes and ordinances, laws and statutes, or other documentation; reviews, completes, proofreads, processes, forwards or retains as appropriate.
• Communicates with supervisors, county employees, law enforcement and emergency services personnel, elected officials, outside agencies, the public, and other individuals as needed to coordinate work activities, review the status of work, exchange information, or resolve problems.
• Maintains an awareness of new applications, technologies, technical methods, trends, and advances in the profession; monitors legislation, ordinances, rules and regulations affecting department operations; reviews professional publications; attends and/or makes presentations at conferences, workshops, and training sessions as appropriate.
• Operates a personal computer, general office equipment or other equipment as necessary to complete essential functions, including the use of word processing, spreadsheets, databases, or other system software.
• Operates equipment for emergency management operations such as mobile radios, portable radios, emergency vehicles and trailers, radiological monitoring equipment, fire extinguishers, portable generators, decontamination trailers and tents, and personal protective equipment.
