GENERAL SUMMARY OF POSITION

Responsible for Coordination of disaster preparedness and response activities for MedStar Montgomery Medical Center (MMMC) to ensure the hospital’s readiness to respond to natural (ie: hurricane, flood), man-made (ie: terrorism, civil unrest) or technological (ie: nuclear power plant emergencies, hazardous materials spills) disasters. As well as keeping MMMC in a constant state of compliance with guidelines for Emergency Management as spelled out in the EM chapter of the Joint Commission (TJC) and all CMS Emergency Preparedness requirements.

EDUCATION

• Bachelor’s degree in related field required or
• experience in lieu of Bachelors

• 5-7 years Work experience required

• Manages the emergency preparedness program at MMMC by serving as Chair of the Emergency Management Team Conducting disaster preparedness training and exercises, preparing and maintaining the hospital’s emergency preparedness plan and procedures and providing project management and support for all areas of emergency management.
• Coordinates with both internal and external partners to increase the safety, health and security of MMMC employees, visitors and patients. Ensures compliance with all applicable accreditation and regulatory bodies, including the Joint Commission (TJC) and Centers for Medicare and Medicaid Services (CMS).
• Develop and update MMMC’s Emergency Operations Plan and annexes, with annual review updates Conduct an annual Hazard and Vulnerability Assessment in collaboration with the Emergency Management Team and outside organizations. Ensures the plan meets all the Joint Commission (TJC) and Center for Medicare Services (CMS) requirements.
• Provide various training opportunities for MMMC associates to maintain readiness, promote safety and maintain compliance Trainings include, but are not limited to, HAZMAT operations to meet the need of an event that has radiological, chemical, biological or nuclear components. Encourage refresher training drills in all of MMMC’s Codes (ie: Code Pink and Code Silver).
• Train for adverse events such as earthquake, severe weather, civil unrest and terrorism, based on current threats and HVA. Training in Incident Command and all the roles therein, including support of the following areas: Incident Commander, Logistics, Planning, Safety & Security, Finance, Public Information Officer.
• Collaborate with local Emergency Management agencies Collaborate with local agencies Fire/Rescue/ EMS, police and Emergency Management agencies. Collaborate with corporate Emergency Preparedness Workgroup (EPWG) and participate in system-wide initiatives and offerings. Involved in Region V Healthcare Coalition and Montgomery County Collaborative for Emergency Preparedness (MOCEP) and the Local Area Emergency Plan Committee (LEPC).
• Develop and conduct drills and exercises Ensures that MMMC participates in at least two annual full-scale exercises, one being the MedStar Corporate-wide exercise and one being a Region V exercise. One must include coordinated response with local emergency services.
• Secure adequate personnel to participate in these exercises, making sure they are properly trained to respond. Conduct monthly drills of all communications equipment: radios, Satellite phone, POTS phone, GETS cards and HAM radio equipment.
• Communicate with other hospitals and agencies during these drills to make sure the communication would be maintained during an event. Conduct quarterly drills of Hospital Command Center operations to include HICS forms, internal communications and external communications. Maintain phone and contact lists. Conduct quarterly drills of the HAZMAT team and their capabilities.
• Ensure equipment used in response is in good working condition. Develop and conduct other drills or exercises deemed necessary (ie: Code Silver, Code Pink and Code Yellow) bases on lessons learned, real events and HVA priorities. Develop Homeland Security Exercise and Evaluation Program (HSEEP) compliant After-Action Report for all drills, exercises and real-world events. Complete within 60 days of the occurrence.
• Inventory and categorize materials Upload facility used chemicals to the online database as required by Montgomery County, Maryland Department of the Environment to acquire an annual Hazardous Chemical Usage Certificate. Manage and update the SDS (Safety Data Sheets) to correspond with current chemical/hazardous materials used at MMMC.
• Apply annually for hospital based federal Hospital Preparedness Program (HPP) funding for healthcare emergency preparedness initiatives. Coordinate with leadership and Emergency Management Team to determine grant funding initiatives. Adhere to the grant guidelines by participating in HPP meetings and submitting the required reports and information. Actively search for other applicable grants to apply for MMMC.
• Chair of the Emergency Management Committee, member of the Environment of Care Committee and Continuous Readiness Committee
• Maintains current knowledge, certification, and licensure Maintains knowledge of current best practices and industry standards in security, telecommunications, and first impressions. Identifies learning needs and participates in training and development activities. Attends hospital sponsored training programs as required by the department. Completes all mandatory requirements within allotted timeframe for completion (License, PPD, Competencies, etc.).

Participates in meetings, serves on committees, and represents the department and hospital in community outreach. Demonstrates a constructive approach during all interactions.
