Position Overview Under limited supervision, performs Emergency Management job functions as assigned by management.  Typical job responsibilities include the coordination, development and maintenance of Hazards Inventories, Emergency Management All-Hazards Surveys, Emergency Planning Hazards Assessments (EPHAs), and Emergency Action Levels (EALs). Additional job responsibilities include providing expertise and guidance in all aspects of Emergency Planning, Preparedness, and Execution, developing and maintaining Emergency Management procedures, plans, and guides while ensuring compliance with internal and external regulatory requirements.  This position may serve as a backup to the Emergency Management Program Manager in all functions.  The specific work assignment may include duties or activities that assist and support management in one or more of the following functional areas, in addition to other duties as assigned: * Interpret and apply DOE Order 151.1E Comprehensive Emergency Management and DOE Order 150.1B Continuity Programs as well as related guidance, standards and best practices. * Provides management with expert guidance to ensure response activities are in place to mitigate incidents and ensure notification protocols are followed. * Represents the Emergency Management Program Manager, as needed, at meetings with site personnel and with off-site agencies. * Lead the development and maintenance of the site Continuity of Operations Program compliant with DOE O 150.1B Continuity Programs. * Serves as an EOC Director during an EOC activation. * Attends McCracken County Local Emergency Planning Committee (LEPC) meetings. * Supports annual updates to the McCracken County LEPC Response Plan to PGDP. * Develops and conducts emergency management training modules, specifically in support of consequence assessment and plume modeling. * Develops and leads the successful and timely implementation of corrective action plans (CAPs) for program issues. * Conducts risks/threat vulnerability studies and impact assessments. * Collaborates with external agencies and third party vendors. * Coordinates with other site program management (Nuclear Safety, Safeguards and Security, Fire Protection, Radiation Protection) to ensure all applicable requirements are incorporated into the All-Hazards Planning Basis. * Writes and reviews emergency management reports, plans, presentations, procedures, etc., as applicable, and makes recommendations to management as needed. * Provides technical guidance in interpreting standards. * May provide presentations to senior management and client representatives. * Interfaces with groups inside and outside the organization, senior management, and auditors. * Provides emergency management support, expertise, and representation to site projects. * Maintains knowledge of and demonstrates ability to perform work safely in accordance with all approved safety policies, procedures and applicable regulations and performs assigned duties in a safe manner. * Provides guidance to ensure compliance with company, state and federal safety policies and regulations. * Other job-related duties as assigned   Minimum Requirements BA/BS degree in a related field and 9 years of related experience, or an equivalent combination of education and experience is required.  Typical experience ranges from 9 - 12 years. Strong interpersonal and communication skills Attention to detail Strong math/science skills/aptitude Intermediate PC skills including Microsoft software Must currently possess a DOE “L” or “Q” clearance Preferred Requirements Advanced knowledge of site radiological and non-radiological hazards, activities and operations. Advanced knowledge of DOE Order 151.1E Comprehensive Emergency Management and DOE Order 150.1B Continuity Programs. Working Conditions Work in an office at a normal environmental restoration atmosphere (outdated and/or abandoned facilities or industrial field environments). May also work at off-project sites representing the organization at various types of locations throughout the community for business purposes. Potential exposure to equipment movement hazards, dangerous chemicals/solvents or hazardous and radioactive materials if proper safety procedures are not followed. Ability to perform sedentary to light work, exerting up to 50 pounds of force occasionally (any exertion of force/lifting greater than 45 pounds requires usage of a two person “buddy system”), non-repetitive, up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly, repetitive; performing such activities as lifting, lowering, carrying, pushing, pulling, standing, walking, grasping, kneeling, stooping, reaching. Ability to perform primary office duties including heavy computer usage. In some cases, radiological training may be required. Environmental conditions may include weather or temperature extremes, inclement weather (such as but not limited to wind, rain, excessive heat, excessive cold, snow/ice, etc.) May be required to operate company vehicle during the course of work.
