JOB INFORMATION

The Government of the Northwest Territories (GNWT) is seeking a skilled and motivated Emergency Management Training and Development Advisor to lead the planning, development, implementation, monitoring, and evaluation of emergency management training and exercise programs.
Based in Yellowknife and reporting to the Head of Emergency Management, you will play a critical role in strengthening the GNWT¿s emergency preparedness and response capabilities.

You will:

  • Assess training and exercise needs across the Territorial Emergency Management Organization (EMO), Regional EMOs, and the GNWT Surge Staff program
  • Support the implementation and sustainability of the NWT Emergency Plan
  • Collaborate with Emergency Preparedness Planners and Regional Emergency Management Coordinators (REMCs) to identify and address training needs within community governments
  • Design and deliver programs that enhance local emergency planning and preparedness
  • Provide expert advice and strategic recommendations to senior management
  • Support five REMCs in building emergency management capacity at the community level

Knowledge and Skills

  • In-depth understanding of emergency management legislation, principles, and practices
  • Proficiency in the Incident Command System (ICS ¿ Canada) doctrine and curriculum
  • Strong foundation in adult education and classroom management
  • Demonstrated ability to deliver ICS training and emergency preparedness workshops
  • Skilled in developing training plans, SOPs, educational materials, and templates
  • Ability to set and achieve long-term training and exercise goals
  • Effective in cross-cultural environments and community engagement

Key Qualifications

  • Professional certification in Emergency Management
  • Minimum of two (2) years of directly related experience in emergency training and exercises

Education and Experience Equivalencies:

  • Diploma in Emergency Management + 1 year of directly related experience, or
  • Degree in a relevant field (Disaster and Emergency Management, Emergency Preparedness) or
  • Incident Command System Canada Recognized Instructor plus a minimum of two (2) years of directly related experience in emergency training and exercises.
