This position is located in the D.C. Department of Corrections (DOC), Office of the Deputy Director of Operations, Compliance and Audits Division. The mission of the DOC is to ensure public safety for citizens of the District of Columbia by providing an orderly, safe, secure, and humane environment for the confinement of pretrial detainees and sentenced inmates, while providing meaningful opportunities for community reintegration. The incumbent in this role is responsible for the update and maintenance of various DOC disaster plans, and understanding plans associated with Homeland Security and Emergency Management Agency (HSEMA).
QUALIFICATIONS AND EDUCATION
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Updates and maintains plans, policies, and procedures in accordance with District and Federal planning requirements; participates in the development and update of support planning references for disaster preparedness, response, mitigation, and recovery activities. Reviews and updates DOC plans and procedures supporting disaster preparedness, response, recovery, and mitigation for all hazards. Conducts analysis and identifies disaster planning contingencies to promote effective courses of action before, during, and after the occurrence of emergencies and disasters. Coordinates information collection, analysis, and dissemination during incidents. Conducts research in support of plan development.
Trains and coordinates staff in the safe and efficient method of evacuating staff, inmates, and visitors from DOC secured facilities and components of emergency management e.g. stay-in-place, partial or full evacuation, staging areas, etc. Participates in the development of handbooks and guides, itemizes specific operating procedures in the execution of disaster preparedness, response, recovery, and mitigation activities for various natural, manmade or national security hazard. Participates in the development and update of DOC’s Continuity of Operations Plans. Performs assignments regarding formulating appropriate strategies in response to impending disasters or simulated exercises; characterizes sequential processes, instructions, and operational procedures. Develops and maintains an inventory of resources (e.g. personnel, equipment, etc.) for potential use in catastrophic incident operations. Coordinates and responds to a variety of nature and/or man-made disasters.
