JOB DESCRIPTION

NYC Aging’s Office of Emergency Preparedness and Response (OEPR) seeks an Emergency Preparedness Specialist to support the management of the Continuity of Operations Plan (COOP), Emergency Preparedness and Response Plan, and Provider Emergency Plan templates utilizing various Mass Notification Systems such as the Learning Management System (LMS), Provider Data Portal (PDP) and Portal for Reports Information, Surveys and Metrics (PRISM) . The primary responsibilities of the selected candidate will be as follows:

  • Maintain and manage various databases, including confidential client systems and Mass Notification Systems.
  • Use specialized software for operations planning, training, and data reporting, such as Sustainable Planner, Salesforce-based tools, LMS, PDP, and PRISM.
  • Assist Senior Director and Director with preparing the service provider network to operate as Cooling Centers during citywide Emergency Heat plan activations.
  • Prepare messages and announcements for dissemination to service providers and clients.
  • Manage the Automated External Defibrillator (AED) Cardiopulmonary Resuscitation (CPR) program, databases, and relevant contracts along with all aspects of training and maintenance.
  • Monitor NYC Emergency Management (NYCEM) Watch Commmand alerts, social media, and local news for incidents affecting older adults, including fires, utility outages, vacate orders, and crime or accident victims.
  • Monitor contact information of the Provider network and NYC Aging Staff and report outdated information to the appropriate internal units for and correction.
  • Create forms, reports, charts, and tables using Microsoft Office (Excel, Word) or other in-house tailored software tools to report information when requested.
  • Develop and deliver PowerPoint presentations for preseason webinars to provider networks and agency partners.
  • Collect and analyze data from various sources; follow up with internal and external partners to obtain missing or late information.
  • Send mass communications to service providers via email, text, and robocall notifications.
  • Support OEPR’s mission to strengthen emergency response capacity for vulnerable populations.
  • Maintain and update databases with the most current information as needed.
  • Submit monthly reports to supervisor detailing activities and progress.

MINIMUM QUALIFICATIONS

  1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  3. Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one year of experience as described in “1” above.

PREFERRED SKILLS

  • Demonstrated excellent writing skills with the ability to accurately develop documents based on proposed updates. - Strong verbal communication skills, capable of engaging diverse stakeholders and agency partners effectively. - Proficient in Microsoft Suite applications, with advanced expertise in Excel. - Quick learner with the ability to leverage software applications essential for OEPR’s operations. - Strong analytical skills with the capability to synthesize data and develop best practices. - Formal experience in emergency management or a related field a plus. - Self-directed and able to collaborate effectively with NYC Aging units, other agencies, and community partners. - Flexible availability to work extended hours, weekends, and holidays during emergencies and advisories preferred. - Excellent organizational, problem-solving, and decision-making abilities. - Ability to work independently with minimal supervision while maintaining high productivity. - Experience working with older adults and low-income populations a plus. - Efficient and effective under pressure a results-driven professional committed to getting the job done.
