A secondary school diploma, or employer-approved alternatives (See NOTE)

  • An acceptable* combination of education, training and/or experience.

Degree equivalency



Successful completion of ONE of the following:

  • Emergency Management Certificate; OR
  • Emergency Management Exercise Design Certificate; OR
  • Business Continuity Certificate

Successful completion of Incident Command System (ICS) Level 200.



Significant* experience in at least one of the following areas:
A) Analyzing, evaluating AND/OR coordinating Emergency Management Planning.
B) Analyzing, evaluating AND/OR coordinating Business Continuity Planning.
Experience in providing strategic advice to clients on developing OR implementing Business Continuity Planning OR Emergency Management Planning.
Experience in drafting reports, briefings OR presentations on issues involving Business Continuity Planning OR Emergency Management Planning.
Experience representing an organization’s interests on interdepartmental or intradepartmental committees or teams.
Significant is defined as a depth and breadth of experience normally acquired with having performed a broad range of complex related activities for a period of two (2) continuous years.
*Complex is defined as activities involving multiple sub-issues or related issues, multiple stakeholders, critical timelines, a high degree of visibility and/or political sensitivity, or having a major impact on the department, government, and/or the public.

Graduation with a degree* and/or diploma from a recognized post-secondary institution** in emergency management, business continuity planning or other related fields.

  • Degree: A minimum of a baccalaureate, as established by educational authorities.

** Recognized Post-Secondary Institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs.



  • Successful completion of the International Association of Emergency Manager’s (IAEM) Associate Emergency Manager (AEM) certification.
  • Successful completion of the International Association of Emergency Manager’s (IAEM) Certified Emergency Manager (CEM) certification.
  • Successful completion of the Disaster Recovery Institute’s (DRI) Associate Business Continuity Professional (ABCP) certification.
  • Successful completion of the Disaster Recovery Institute’s (DRI) Certified Business Continuity Professional (CBCP) certification.
  • Successful completion of Incident Command System (ICS) Level 300.
  • Successful completion of Incident Management System (IMS) Level 300.


  • Recent** experience in developing and/or managing the strategic integration of Emergency Management Planning.
  • Recent** experience in developing and/or managing the strategic integration of Business Continuity Planning.
  • Recent** experience working on Incident Management Team using the Incident Command System (ICS).
  • Recent** experience developing and conducting exercises, such as discussion based or functional exercises.

**Recent is defined as duties being performed within the last five years.
