Job Description: Position Purpose summary: The Emergency Disaster Services Coordinator provides oversight of Emergency Disaster Service Responses. The incumbent is responsible for continuous quality improvement of EDS programs, ensuring maximum mission impact and responsiveness to expressed needs. RESPONSIBILITIES and Accountabilities: Program Coordination Ensures that the Gospel of Jesus Christ is exemplified in the performance of all job responsibilities and through personal example. Supports the Programs Manager by providing oversight to Emergency Disaster Services programs, ensuring ministry objectives are consistently accomplished and that wholistic wellness, including spiritual health, is the driving force in creating program supports that are integrated into our mission. Oversees all Emergency Disaster Services food services programs (i.e., Reception Center, Emergency Responder Meals, training events etc.). Supports annual donation/fund-raising efforts (Christmas Kettle Campaign, Christmas Toy Drives, Year-round Food Drives, etc.) for the Ministry Unit. Assists the Programs Manager and Community Services Director with ongoing asset mapping to ensure services reflect community/neighbors needs as these evolve in our ever-changing socioeconomic climate. Works with the Volunteer Coordinator to plan for Emergency Disaster Services volunteer needs for year-round Emergency Disaster Services responses; and is a key component in the retention of these volunteer by upholding an engaging, positive and supportive work environment. Supports local events that assist volunteers to continue to develop skills for Emergency Disaster Services service deliveries in supporting our community. Prepares food safety and menu plans. Ensures Emergency Disaster Services vehicles are prepared for deployment. (including Interior Health Certified, equipment functioning, fueled, stocked, cleaned and maintained). May implement communication/donor relations strategies to ensure continued donations through community partners. Serves as The Salvation Army’s Emergency Disaster Services liaison for Emergency Operations Centre operations when on-site at church gym, or as needed. Ensures all required supports are provided for community partners. Serves as Emergency Disaster Services Team Lead for all active Emergency Disaster Services responses in the community. Works with the Directors Team, Management Team, Volunteer Coordinator and Divisional EDS Secretary to ensure adequate, ongoing volunteer support throughout incidents and to avoid volunteer/staff burn-out. Plans for regular team debriefs throughout and following each major Emergency Disaster Services incident. Engage with the Corps Officers, Director’s Team and Programs Manager to implement a local Emergency Response Plan, assisting with provincial/federal emergencies as required with Emergency Disaster Training provided by The Salvation Army. Volunteer Coordination Applies and implements best practices and organizational strategies and makes recommendations for volunteer development. May be asked to support the Volunteer Coordinator with feedback and coaching reviews with volunteers. Supports ongoing supervision, training, onboarding for regular, year-round volunteers. Provides direct supervision, on-boarding, and debriefing for EDS volunteers. Works with the Community Services Director, Volunteer and the Divisional Emergency Disaster Services Secretary to ensure all local EDS volunteers have the required training (Intro to EDS, EDS Food Services, Emotional/Spiritual Support/ local specific training) prior to deployment. CRITICAL RELATIONSHIP MANAGEMENT Governance Boards and Councils: Serves on Management Team, and other planning committees Internal: MU Supervisors/Coordinators/Managers, Area Commander, Divisional Community Services Director, Divisional EDS Secretary, other DHQ/THQ advisors/consultants External: Partner agencies and donors, Emergency Operations Command Centre staff MANAGERIAL RESPONSIBILITY: Reports directly to the Programs Manager Direct Reports: None May supervise EDS and CS program volunteers In-scope support given to CS team members FINANCIAL AND MATERIALS MANAGEMENT: Tracks EDS expenditures for invoicing to Provincial Government for Provincial Emergencies Regular responsibility for financial expenditures and wise use of resources. May handle small amounts of cash. Minor material responsibility. WORKING CONDITIONS: Serves in an office environment within a busy CS ministry. The location of work may create a possibility of experiencing the following disagreeable conditions: people with challenging behavior verbal abuse, minor risk of harm, injury, illness due to physical attacks from others and/or exposure to infectious diseases. more significant risk of harm, injury when supporting EDS responses Intervenes if neighbors behavior changes. Must have a valid Driver’s License and be flexible in their working schedule. Carries a cell phone. Interacts with vulnerable neighbors/guests. The above responsibilities must be performed in keeping with The Salvation Army’s Mission, Vision and Values, in a professional manner, upholding our code of conduct. education and experience Qualifications: Education, Qualifications and Certifications: Internal SA EDS Training modules (Introduction to EDS, EDS Food Services, Incident Command and Emotional and Spiritual Care) will be completed during probation; regular rRefreshers, as recommended by the Divisional EDS Secretary will be required. Able to provide Criminal Background Check screening and Vulnerable Secord Check that is satisfactory to The Salvation Army, in its sole discretion, is required. (Paid for by Ministry Unit) Experience and Skilled Knowledge Requirements Frontline training experience in emergency planning and preparedness or other experience in frontline work with people affected by emergency or disaster situations.
