Position Summary
The Employment Counsellor is the first point of contact for all NEW job seekers; their job is to welcome people and convey a friendly, professional, knowledgeable and efficient atmosphere. This specific role supports job seekers participating in the Ontario Bridging Training Programs (OBTP) that prepare internationally trained professionals for employment in Ontario’s healthcare sector. As an employment counsellor, you will serve as an ‘anchor’ in the job search/case management process, through assessment of client needs, career counselling and guidance through employment preparation and placement processes. This role is specifically tailored to clients with a healthcare background and requires knowledge of the healthcare sector’s labour market trends, regulatory pathways, and employment pathways. You are collaborative, take initiative, and work within the policies and are accountable and responsible for specific targets. You are a lifelong learner, who is passionate about connecting marginalized community members to employment opportunities.

Key Responsibilities

  • Conduct eligibility assessments and develop individualized action plans for job seekers.
  • Deliver end-to-end employment support services within Ontario Bridging Training Programs (OBTP), including job readiness workshops, one-on-one coaching, and referrals to sector-specific community resources and training programs.
  • Manage a caseload of clients using CRM software and Case management systems, maintaining accurate records of client progress, referrals, and outcomes.
  • Facilitate targeted workshops on healthcare job search topics to prepare clients for job search, interviews, and successful workplace integration, with a holistic focus.
  • Establish and maintain partnerships with healthcare institutions, long-term care facilities, private clinics, and hospital networks to support client placements and job matching.
  • Engage healthcare sector professionals and stakeholders to develop pipelines for OBTP clients.
  • Provide comprehensive case management, including intake, assessment, and the development of personalized employment plans.
  • Support clients in identifying their strengths, addressing employment barriers, and building action plans for job readiness and retention.
  • Conduct follow-ups to ensure client progress and provide additional support as needed.
  • Provide advocacy and support for clients in areas of employment, skills training, social assistance, and equitable access to services.
  • Meet monthly/yearly performance requirements and maintain professional and effective information tracking systems on all activities performed.
  • Conduct needs assessments and career testing in individual and/or group settings.
  • Meet individual, organizational and Employment Ontario program goals/targets, service utilization targets, and monthly statistical requirements.
  • Maintain professional and effective updated information tracking systems on all activities performed.
  • Maintain strong internal and external partner relationships to facilitate referrals and holistic support.
  • Host community and employer events, job fairs, and networking opportunities.
  • Proactively identify and research sector-specific opportunities for clients.
  • Contribute to maintaining the NEW job board and ensuring job postings are current.
  • Attend Job Fairs and other employer-related networking opportunities
  • Research and identify employers and sector opportunities on behalf of clients

MINIMUM REQUIREMENTS:

  • Post-secondary degree or equivalent in Career and Work Counselling/Adult Education or a relevant field and/or 5 years directly related work experience
  • Minimum 3 years of Case management experience required
  • Experience coaching and mentoring clients, working with individuals with complex barriers and inclusion groups, and building partnerships with employers, community agencies, and other stakeholders.
  • In-depth knowledge of healthcare sector labour market needs, sector hiring trends, operations, credentialing bodies (e.g., CNO, CPSO, OCP), and regulatory pathways for internationally trained professionals.
  • Knowledge of the local labour market, community resources and government assistance programs
  • Knowledge of job search techniques, career development tools and issues relating to unemployment
  • Strong detail literacy, including social media, CRM and Microsoft Office Suite
  • Adherence to confidentiality and professional codes of conduct
  • Certified Career Development Practitioner (CCDP) designation is considered an asset
  • Experience with provincial government and other online tools such as ICM, CaMS and online employment services
