Description Squaxin Island Tribe Job Description Job Title: Employment Liaison (Govt, Little Creek Casino Resort, Island Enterprises & Subsidiaries) Department: Tribal Council Reports To: Squaxin Island Tribe, Executive Services FLSA Status: Full-Time, Exempt TS Range: 9/10 ($67,144.02 annually) Opening Date: October 31st, 2025 Closing Date: November 14th, 2025 Summary This position was created under the directive of the Squaxin Island Tribal Council to serve employees across all three entities: Squaxin Island Tribal Government, Little Creek Casino Resort (LCCR), and Island Enterprises, Inc. (IEI) with its subsidiaries. The Employment Liaison has two primary roles: Liaison Functions. Act as a neutral and confidential bridge between employees and leadership to ensure fairness, transparency, and consistency in employment practices across all entities. Squaxin Island Tribal (SIT) Assistance and Recruitment Functions. Advocate for and support Squaxin Island Tribal Members by providing counseling, mentoring, and access to employment, training, and advancement opportunities. The Liaison ensures compliance with Tribal labor codes and employment policies while promoting equitable access to pathways for success across the Government, Casino, and Enterprises. Employment Record and Governance The Employment Liaison will be housed under the Squaxin Island Tribal Government. The Government will serve as the journal of record for employment tracking, payroll, benefits, deductions, and accrual rates. Employment-related matters (performance management, discipline, grievance processes) will be subject to the Government Employee Handbook. Essential Duties and Responsibilities: Liaison Functions (Neutral Employee Support Across Entities) Serve as a neutral and confidential resource for employees seeking clarity on personnel policies, benefits, and procedures across Government, LCCR, and IEI. Attend new employee orientations and maintain regular availability sessions at each entity. At the employee’s request, act as a silent observer in investigatory, disciplinary, or grievance meetings. Document and analyze workforce trends, providing monthly reports to the Executive Director and quarterly reports to Tribal Council, with copies shared with Enterprise CEOs. Facilitate communication across HR teams to ensure consistency in applying labor codes and policies. Track and report on employee engagement, resolution timelines, and satisfaction metrics. Support compliance with workplace standards, including harassment-free and intimidation-free environments. Provide quarterly recommendations to leadership on morale, engagement, and retention improvements. SIT Assistance and Recruitment Functions (Tribal Member Career Development) Advocate for Squaxin Island Tribal Members seeking employment or advancement within any entity. Provide counseling, mentoring, and career development planning, including assistance with applications, education submissions, and interview preparation. Network with HR teams, Department Directors, and Managers to identify current and upcoming placement, training, and advancement opportunities for Tribal Members. Act as a bridge between tribal support departments such as Workforce Development, Education, and other related programs to connect Tribal Members with training, financial, and supportive services that aid in employment and career advancement. Administer or coordinate career assessments and planning tools to support Tribal Members in defining employment goals and training needs. Monitor Tribal Member hiring, retention, and advancement outcomes, reporting barriers and successes to leadership, and including these in quarterly reports to Council. Provide direct advisory support to Tribal Members, including feedback on job applications, preparation for interviews, and guidance on promotions or career ladders. Other duties as assigned. Metrics for Accountability Liaison Functions: · % of employees reached through orientations and availability. · Average resolution timelines for issues. · Quarterly reports delivered to Council 100% on time. · Accuracy and timeliness of monthly reports to the Executive Director. SIT Assistance/Recruitment Functions: · Number of Tribal Members counseled, mentored, or supported. · Tribal Member hiring and retention outcomes. · Number of training/career development pathways facilitated. · Documented success stories of Tribal Member advancement. Funding Model The position will be funded by the Government, LCCR, and IEI (including subsidiaries). Each entity’s contribution will be proportional to its share of the total workforce across all three entities. Workforce counts will be reviewed annually to adjust allocations. SUPERVISORY RESPONSIBILITIES: This position has no supervisory responsibilities EDUCATION and/or EXPERIENCE: BA and 3 years of relevant experience; OR AA and 5 years of relevant experience; OR High School Diploma or GED and 7 years of relevant experience; OR 7 years of relevant experience. Experience in occupational assessments, career counseling, or employee advocacy strongly preferred. LANGUAGE SKILLS: Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization. MATHEMATICAL SKILLS: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent, and to draw and interpret bar graphs. REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form; CERTIFICATES, LICENSES, REGISTRATIONS: Must have a current Washington State Driver’s License.
