KEY ACCOUNTABILITIES: Description * Oversee, design and propose to management, technical improvements /developments based on process requirements and implementing approved plans as appropriate in order to support the continual technical improvement of Gas & Direct Reduction plants utilities processes. * Carry out verification of monthly/annual utility consumption bill such as Natural Gas, Fresh water, Oxygen, Nitrogen & Argon and make payment advice to Finance Department for the settlement of the invoices. * Implement engineering & specialist skills to solve technical & utilities operation problems to ensure problems are resolved quickly and effectively in order to support the achievement of uninterrupted utilities supply in GAS & DR Utilities section. * Oversee and develop continuous improvements of operating standards and procedures in order to support continuous improvements in the operating performance of the Gas and DR Utilities supply plants and equipment. * Collaborate in the preparation of the tender specifications, tender evaluation, engineering, and review of drawings, erection/installation, commissioning, schedule the project timeline and cash flow in order to ensure that projects are delivered to planned schedule/time, optimum cost and acceptable quality standards. * Coordinate with all external parties such as QatarEnergy/Transmission Dept, GASAL, KAHRAMAA, Water Treatment Chemical Contractor, Outsourced Service contractors, Material suppliers on technical issues in order to ensure utilities related issues / problems are identified & evaluated and potential operational disruptions minimized. * Implement standard engineering modifications/upgradations (short term & long term) to plant processes and equipment operation in order to achieve optimum solutions to technical problems. * Carry out the preparation of monthly Natural Gas Forecast & Oxygen and Nitrogen demand according to production plan of DR and manufacturing units and coordinate with QatarEnergy in order to ensure that Natural gas and Oxygen & Nitrogen quantities are available to meet the production plan. * Coordinate all technical correspondence with other department, section, plant units operating team, external utilities supplier, equipment/material suppliers and other companies and agencies, ensuring that correspondence is dealt with appropriately Planning * Plan, identify and recommend equipment / systems /spares for procurement, provide technical specification, perform technical evaluation of equipment and suppliers and ensure effective commissioning and follow up where appropriate. * Prepare long term maintenance plan for own area, for management approval, in order to ensure that plant and equipment maintenance needs are met and production process availability optimized for the coming 5 years. Budgeting * Carry out the preparation and propose the annual operation Opex budgets of Water & Gas section operation, for management approval that accurately represent anticipated costs and enable effective cost management and monitor the financial performance of a given area of activity versus approved budgets and ensure all operational activities are carried out within the allocated budget. Supporting Activities * Support and provide guidance to his team in technical studies to contribute to ongoing development of maintenance and operation activities to ensure the technical problems are effectively resolved. * Support management in achieving the targets of company corporate objective such as safety, profitability and sustainability. Data Recording and Analysis * Periodical review of inspection results and perform data analysis to predict the expected troubles and ensure that plant and equipment data is available and well analysed. * Ensure all the data records follow relevant certifications such as ISO-9001, 14001, 45001 etc. Reporting * Prepares the reports to management with the data analysis and recommendations to achieve the best performance in all manners. * Report technical abnormalities with recommendations to the management in order to ensure senior management have sufficient information to support decision making and giving direction for appropriate remedial action and / or planning of future maintenance activity. * Review of delays and fault reports for root cause analysis corrective actions Continuous Improvement * Identify and develop improvements to operating standards, policies, and procedures to support continuous improvements in operating performance. * Lead and promote technical development in equipment and process maintenance in order to ensure continuous improvement in operation and achieving KPIs. Health, Safety & Environment * Identifying hazardous situations and evaluate the relevant risk in order to conclude appropriate action to maintain safe working environment. * Oversee implementation of all relevant safety, quality, and environmental management policies, procedures, and controls, maintaining a healthy and safe work environment. * Analyse incidents, implement preventive measures, and uphold safety protocols. Policies, Processes and Procedures: * Follows all relevant policies, processes, standard operating procedures and work instructions in the section so that work is carried out in a controlled and effective manner. Related Assignments * Perform and carryout any additional assignment /tasks as required by management. QUALIFICATIONS, EXPERIENCE, & SKILLS: Minimum Qualifications: * Bachelor of Engineering or B-Tech in Mechanical / Chemical Engineering from a reputable university Minimum Experience: * Minimum 06 ~ 07 years of experience in the integrated steel plant utilities process operation especially DR Plant Utilities. Job-Specific Skills (Generic / Technical): * In depth skill & knowledge in Utilities gases supply (Natural gas, Oxygen, Nitrogen, Argon), Compressed air Station and Cooling water treatment plant of Direct Reduction Plants/Process operations with strong and demonstrated experience * Comprehensive understanding of DR water treatment process & equipment’s. * Good knowledge and understanding of financial planning and budgeting processes * Ability to work both as part of a team and independently. * Good knowledge and understanding of process calculations and computations. * Strong conflict management, facilitation and resolution skills * Excellent use of the English (must) and Excellent verbal and written communication and presentation skills * Ability to read and understand technical drawings and documents. * Planning and organising skills. * Technical and business report writing skills * Comprehensive knowledge and understanding of safety, environment and quality system procedures and standards. * Excellent relationship building skills * Extensive skill handling personnel from a multi-cultural work environment * Excellent decision making and problem-solving skills * Good understanding of Qatar and GCC culture and working environment.

Responsibilities

Oversee and optimize technical improvements for Gas and Direct Reduction plant utilities to ensure uninterrupted supply. Manage utility consumption billing, operational budgets, and coordinate with external suppliers and government agencies.
