Description of Work The primary purpose of this position is to support and enhance the State Maintenance Operations by developing and implementing uniform maintenance policies and procedures across the Division of Highways. This position plays a crucial role in disaster recovery processes, providing essential support and coordination during emergency situations by serving as a member of the State Emergency Response Team (SERT), representing the Department within Emergency Management during declared event activation. This position assists with coordinating maintenance activities statewide and communicates NCDOT policies and procedures, monitors databases (SharePoint) and develops reports to communicate storm event information and provide updates to NCDOT upper management, public information, and the Governor’s office. This position supports the training and development team, contributing to the creation and delivery of training programs that enhance the skills and knowledge of the workforce. This position supports other Federal and State programs within the unit by developing ArcGIS based tools and providing web support. This role serves as liaison for various programs, including motor fleet management, inmate labor, and state park maintenance. This position conducts data analysis for reports requested by executive management. Data analysis is usually conducted under short deadlines and requires incredible accuracy. Data analysis may require the use of ArcGIS, Access, Excel, MMS, SAP or Visual Basic Advance Programming; developing a broad knowledge of structured query language and data sets; as well as access to DAC’s Inmate Work Crew Systems and DOA’s Motor Fleet Management vehicle databases. Coordinates with field personnel statewide in the management of approximately 300 currently assigned passenger vehicles. Other duties as assigned. Knowledge Skills and Abilities/Management Preferences Salary Grade and Salary Range: NC18/ $61,545 - $107,703 Management prefers applicants with the following: Demonstrated ability to evaluate and approve moderately complex program/project specifications for completeness, compatibility and compliance with engineering principles, standards, codes and design needs. Demonstrated ability to perform inspections/audits to ensure that proper procedures are followed. Working knowledge of ArcGIS products and an understanding of how to develop solutions to provide support for project development and delivery needs. Experience managing, evaluating and assessing large sets of data. Experience working independently and coordinating with multiple users and varying levels of knowledge.
