Description of Work The Proposals Engineer originates contract documents (Proposal forms) for the construction of highway infrastructure projects. This involves: composing of Project Special Provisions for Special Items of work required which are not included in the Standard Specifications book, providing technical expertise by directing others in interpreting the measurement and payment requirements for special items during the preparation of construction projects; evaluation and approval of Project Special Provisions written by others prior to their inclusion in the proposal form; determining the proper Standard Special Provisions (revisions to the Specification Book) and Standard Project Special Provisions to be included in the proposal form; making daily decisions regarding procedure, material selection, wording of special provisions, and methods of construction; responding to inquiries from Contractors and other units within NCDOT concerning Project Special Provisions, pay items, Standard Specifications and Departmental policies regarding the preparation of plans and proposal forms. The proposal form is specific to each construction project, forms the basis on which bidders submit bids and constitutes the written legal contractual obligation between the Department of Transportation and the Contractor. Develop contract proposal by going through the PS&E (plans, specs & estimate) package. Writing or choosing appropriate special provisions. Working with plan checkers and project designers to determine correct specifications, provisions, pay items, quantities, details, etc. for the project proposal. Input proposal information into APA (Automated Proposal Application). Check and verify other proposal engineer’s work to ensure accuracy. Various support tasks such as modifying the 12-month let list for use by CSDU staff, escrowing bid documents and attending project meetings. Knowledge Skills and Abilities/Management Preferences Salary Grade and Salary Range: NC20 $67,852 - $ 118,741 Management prefers applicants with the following: Knowledge of basic highway engineering, and associated codes of ethics Knowledge of NCDOT Internal operations and contract planning Demonstrated ability to recognize professional and industry standards, and State and Federal regulations. Knowledge in the design and preparation of roadway and structure plans Knowledge of specifications and construction procedures Additional Expectations: A professional engineer is preferred but not required for this position.
