Background The district heating sector in Ukraine is in a critical condition at all stages of production, distribution and consumption of heat for space heating and hot water supply. The share of district heating in Ukraine steadily decreases. Over the past few years, it has fallen to 60%, although still about 11 million apartments are connected to the networks. About 35 large CHP plants, more than 200 industrial plants and more than 100,000 boiler houses provide for the needs of consumers of heat. In response to these challenges, the European Investment Bank (EIB) has developed the Ukraine Energy Rescue Plan, which defines the strategic framework for EIB lending activities aimed at safeguarding energy security during wartime and ensuring the uninterrupted delivery of essential utilities and social services. Within this framework, the Ukraine District Heating Programme provides long-term financing to municipalities and communal utilities through Ukrainian financial intermediaries for investments in district heating modernization, energy efficiency improvements, and related infrastructure upgrades. The Programme focuses on enhancing system reliability, reducing technical losses, improving fuel efficiency, and strengthening the overall resilience of heat supply systems in line with European standards and Ukraine’s recovery priorities UNDP supports public authorities in Ukraine in advancing sustainable recovery and resilience across key sectors, including the district heating sector. This support is provided through capacity building, project development, advisory services, and training that help national and local institutions strengthen governance, prepare investment-ready projects, and align with international standards. Despite these efforts, there remains a substantial financing gap that constrains public authorities’ ability to modernize infrastructure and implement large-scale investments. While UNDP provides critical technical assistance and institutional support, it cannot on its own mobilize or cover the scale of financial resources required. Against this background, the European Investment Bank offers a vital complementary role by providing access to long-term financing for Ukraine’s public sector. By combining EIB’s financial resources with UNDP’s technical expertise and capacity support, the two institutions can jointly address the dual challenge of limited local capacity and constrained financing. Against this background, UNDP has developed and is implementing the Ukraine District Heating Programme Technical Assistance, financed by a financial contribution from the EIB. The project aims to strengthen the institutional capacity of Ukrainian public authorities and utilities, improve the quality and bankability of district heating investment projects, and facilitate effective access to sustainable finance. Through this integrated approach, the Programme supports the preparation and implementation of priority district heating investments that enhance energy security, operational reliability, transparency, and long-term sustainability. Within this context, UNDP Ukraine is recruiting a highly qualified and experienced national professional for the position of Engineering Analyst (heat). The incumbent will support the implementation of the District Heating Programme with a particular focus on gas-fired heat generation and cogeneration assets, fuel supply security, operational reliability of gas-based district heating systems, and the technical assessment of investments aimed at enhancing system efficiency and resilience under wartime and post-war recovery conditions. Duties and Responsibilities Under the direct supervision of Project manager and in close collaboration with Programme Technical Specialist , theEngineering Analyst (Heat) will perform the following: 1. Engineering support for the analysis of heat supply projects, heat supply systems and other energy infrastructure. * Conduct an assessment of the status/needs of local heat supply organizations, heat supply systems and other energy infrastructure, and provide technical advice to determine a suitable plan and strategies for modernization/reorganization.. * Review and analyze the information/data on the context and baseline situation of the targeted heat production facilities, heat supply and other energy infrastructure. * Identify priorities in areas of rehabilitation of heat supply systems and other energy infrastructure in consultation with relevant stakeholders.. * Identify any institutional capacities, policies and legislation that may impact the implementation of heating system modernization projects under this program. * To identify possible solutions, expected limitations and risks associated with the implementation of heat supply projects within the framework of this program. * Provide technical support for the process of preparing a package of documents within the framework of this program. * Provide technical support on reviewing and certification of available energy project based on the design calculations and drawings, including BoQs and specifications of the equipment. * Development or verification of technical specifications (SOW), drawings, cost estimates (BoQ), technical specifications and other necessary packages of documents for the implementation of projects for the reconstruction of heating systems within the framework of this program. * Analyse functionality of heat-supply companies and heat supply systems and specification of the materials proposed. * Serve as part of the technical evaluation panel and provide complete assessment (qualification, technical and financial analysis) of the received offers. * If necessary, provide information to answer questions regarding submitted applications. * Review and validate the manufacturing/supply schedule proposed by the contractor. * Identify and assess the risks associated with the implementation of energy infrastructure projects and propose strategies and measures to mitigate these risks. 2. Stakeholder engagement and supplier coordination * Support the project in conducting market research to identify potential suppliers and technologies. * Monitor project implementation stages, with a focus on heating systems and heat supply, to ensure compliance with project deadlines and technical specifications. * Coordinate with relevant partners to oversee equipment installation, ensuring timely and efficient completion of work. * Consult with stakeholders and communicate on behalf of the project, ensuring a clear and consistent flow of information. * Facilitate stakeholder engagement and ensure their active participation and support for project activities. 3. Knowledge management/ Reporting and Capacity building * Identifying and documenting best practices and lessons learned in the development of heating systems and infrastructure. * Contributing to the creation of knowledge and experience exchange networks, networking, and other public events in the field of energy security * Participating in the training of Program/Project staff to support their continued professional development through active learning. * Contribute to the Programme/ Project work plans. * Contribute to the Programme/ Project regular reporting on progress for different stakeholders, including donors. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization. 4. Institutional Arrangement Under the direct supervision of Programme Manager and in close collaboration with Programme Technical Specialist (Energy Security) and Engineering Specialist (Electricity/Gas, Technical Component Lead), the Engineering Analyst (Heat) is fully responsible for provision of technical support and leading the operational and programmatic management in the scope of energy security activities focused on heat production facilities,and heat supply in the scope of District Heating Programme according to the project document, UNDP corporate rules and procedures and for fulfilling the following functions. Experience, Knowledge, and Skills * Proven Skills in the development of technical documentation, including technical specifications and performance schedules of energy systems, including heat production and heat supply, and related infrastructure projects. * Knowledge of procedures for quality control procedures. Desired Criteria * Experience in IFI-funded projects (EIB, EBRD, etc.); familiarity with FIDIC contractual arrangements. * Proven ability to draft, edit and produce written proposals, advisory documents, analytical documents and results-focused reports. * Experience in the use of computers and office software packages, including engineering software. * Proven track record in effective project planning and implementation in the areas of Energy sector recovery and rehabilitation, Energy efficiency, Environment protection shall be considered a big asset. * Experience in working with Government, international financial institutions, other development partners, including EU, shall be an asset. * Familiarity with national legislation, norms, and standards related to energy infrastructure, including heat production facilities and heat supply systems, and safety regulations is desirable. * Experience of working with municipalities and/or local and central authorities in recovery or energy rehabilitation projects/activities, as well as with economic development issues at the national and sub-national levels is an advantage.
