QUALIFICATIONS
Education and Experience:
- Completion of Grade 12, supplemented by relevant advanced technical courses in computerized drafting and considerable related experience with heavy civil construction preferably in a municipal setting or, an equivalent combination of training and experience.
- Experience with using desktop software including GIS, Autodesk Map, Word, Excel, SAP and Outlook
Knowledge, Skills and Abilities:
- Working knowledge and some experience using desktop software including GIS.
- Proficiency in AutoCAD is required.
- Working knowledge of POSSE and VanDocs would be assets.
- Good organizational skills and the ability to deal with workloads, frequent interruptions and changing priorities.
- Good written and verbal communication skills with the ability to deal effectively with the public and City staff in person, by email and telephone.
- A demonstrated ability in reading and interpreting engineering drawings is required; familiarity with the underground/overhead utility network is an asset.
- Ability to make decisions in accordance with the department’s regulations, policies and procedures.
- Skill and accuracy in checking and maintaining office records in accordance with Organizational Quality Management standards.
- A willingness to function as part of a team and the ability to work with minimal direction.
- Local travel is a requirement of this position; transportation arrangements must meet the operational needs of Engineering Services.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

Responsibilities:
MAIN PURPOSE AND FUNCTION
Reporting to the Technical Supervisor Engineering, Utilities Management Branch, this Engineering Assistant III position works with a team of technical staff of the Utilities Management Branch to review and process plans for utility work on City streets..
SPECIFIC DUTIES AND RESPONSIBILITIES
- The Engineering Assistant II requires the ability to operate AutoCad to check Utility Company plans for accuracy and completeness and to access, extract, and input data into the City’s GIS.
- Works with utility companies, developers, contractors and other City departments to coordinate utility construction on City streets ensuring proposed utility construction is designed and built to City utility standards.
- The position will be required to field check the utility drawings and a wide range of City construction and development projects as they relate to utility company facilities, report the findings back to utility staff in an concise accurate manner and arrange for construction schedules and traffic coordination.
- Ensures existing policies and procedures are adhered to and assists in establishing new policies to improve Branch processes and construction standards which are reflected in the Street Utilities By-Law, Utilities Design and Construction Manual and several Municipal Access Agreements.
- The position also involves utilizing software products on a PC to maintain accurate branch records and perform various tasks of plan filing, retrieval and reproduction and other related clerical and technical duties as required.
- The successful applicant will provide assistance to City staff and the public in accessing and understanding utility information.
- Provides written correspondence as required and maintains accurate records and files from different databases.
- Performs related work as required including attending meetings with internal and external stakeholders.
