QUALIFICATIONS

Education and Experience:

  • Completion of Grade 12 supplemented with post-secondary education in Civil Engineering, Transportation or other relevant area of study, or an equivalent combination of training or experience.

Knowledge, Skills and Abilities:

  • Working knowledge of the City’s street system, transportation policies and regulations, the regional transportation authority, the Street and Traffic Bylaw, the Engineering Design Manual, the Manual of Uniform Traffic Control Devices, and the Geometric Design Guide for Canadian Roads.
  • Working knowledge of transit design and planning guidelines specifications.
  • Strong manual and computer drafting skills, and the ability to read and interpret engineering drawings and specifications.
  • Excellent organizational and interpersonal skills, written and verbal communication skills.
  • Skills in establishing and maintaining a cooperative and effective working relationships and ability to interact with businesses, the public, staff, and other agencies on issues.
  • Ability to read and interpret engineering plans and understand specifications.
  • Ability to provide graphical presentations and reports related to the work.
  • Ability to problem solve with accuracy and detail and make technical recommendations.
  • Ability to be flexible and to accommodate the operational needs of the department.
  • Ability to work well in a team and business environment with little or no supervision under tight timelines and with multiple competing priorities.
  • Ability to meet transportation requirements.
  • Proficiency in the use of use professional design software and professional applications such as AutoCAD, Excel, Word, PowerPoint and GIS software.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

Responsibilities:

MAIN PURPOSE AND FUNCTION

Reporting to the Transit Design Engineer. the Engineering Assistant III (Transit Designer) performs technical duties to assist in the delivery of projects that improve bus operations and provide fast, frequent, reliable and fully accessible transit service. The position assists in identifying, prioritizing, and recommending improvements that increase transit capacity, transit priority, review city-wide development proposals, prepare geometric designs, including signage and paint plans, and communicate with TransLink, stakeholders, and the public on requests related to transit.
The Engineering Assistant III works with staff in other Transportation Division branches, Streets Division branches, and Public Space and Street Use Division branches. Key external contacts include residents, businesses, and partner agencies including Coast Mountain Bus Company (CMBC), and TransLink.

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Designs and coordinates the delivery of projects identified within work plan, such as the Transit Related Road Improvement Program in partnership with Coast Mountain Bus Company, and the Bus Speed and Reliability Program in partnership with TransLink.
  • Reviews development proposals and provides recommendations for transit related infrastructure.
  • Reviews and analyzes data (spreadsheets, field studies, reports, public requests/community input, etc.) to identify deficiencies and recommends potential solutions that improve transit capacity.
  • Undertakes AutoCAD work, including designs of new bus stops, vehicle turning movement analysis, passenger waiting facilities, roadway geometry, signage and paint plans.
  • Prepares field reports, Form 1s, engineering analysis and other documentation as necessary.
  • Conducts research on emerging policies and practices to the delivery of efficient transit services.
  • Coordinates with other branches to provide design input, data and advice on transit-related matters.
  • Communicates with TransLink and the public on matters related to the transit network both verbally and in writing.
  • Other duties/responsibilities as assigned.
