QUALIFICATIONS

Education and Experience:

  • Graduation from an Institute of Technology in Environmental Engineering Technology with considerable practical experience working in the field of solid waste management with a focus on landfill gas operations, solid waste management operations, or university graduation in Civil Engineering or an equivalent combination of training and experience
  • Manager of Landfill Operations (MOLO) and LFG Operations courses an asset

    Knowledge, Skills and Abilities:

  • Knowledge of the design, construction, operation and maintenance of municipal solid waste landfills

  • Knowledge of the operations of landfill gas collection and utilization systems (mechanical/control systems) and related health and safety aspects, including working with explosive gases
  • Knowledge of the safety regulations and requirements related to the work
  • Sound knowledge of engineering design principles and methods, as well as departmental procedures relating to various engineering projects
  • Good knowledge of construction methods and materials
  • Knowledge of attendance and performance management processes
  • Ability to read and interpret engineering plans and specifications

Responsibilities

MAIN PURPOSE AND FUNCTION

The Landfill Gas Supervisor is responsible for maximizing landfill gas (LFG) collection at the Vancouver Landfill to meet the provincial LFG collection and federal emissions targets, while ensuring the safety of all staff/public and minimizing the risk of landfill fire.
The position acts as the subject matter expert for landfill gas operations and capital work, supervises and provides technical advice and support to field personnel, and works closely with contractors and Transfer and Landfill Operations (TLO) to optimize the operation of LFG systems and integration with the landfilling operation. Technical advice includes data analysis/interpretation and troubleshooting/determination of corrective action with direction to Engineering Assistants, Environmental Protection Technicians (EPTs), or contractors as required. This position also develops and manages operating contracts, as well as completes regular reporting internally and to various regulatory authorities.
This position is based at the Vancouver Landfill in Delta, BC.

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Ensures EPTs/contractor work results in achieving provincial collection and federal emissions targets, while balancing the needs of renewable natural gas (RNG) partners, meeting safety requirements and minimizing the risk of fire
  • Acts as the subject matter expert for the technical aspects of capital and operating projects relating to the LFG system to ensure compatibility with existing infrastructure, and successful and safe commissioning of works
  • In consultation with the CEII or designate, provides guidance on health and safety aspects relating to the work of the EPTs with the support of the assigned Occupational Health and Safety (OH&S) Specialist and others as required, and participates/contributes to annual review of safety programs, including Standard Operating Procedures
  • Supervises (including hiring, training, coaching/motivating, mentoring and attendance/performance management) and directs the work activities of the EPTs, and provides the workgroup with technical oversight, such as support with data analysis and interpretation and troubleshooting/determination of corrective actions
  • Develops and manages routine contracts as required
  • Supports team with wellfield repairs, maintenance or improvements with focus on safety and wellfield uptime for others to complete
  • Manages the interactive, internet-based landfill gas data evaluation tool (LFGMS) and analyzes/interprets trends to identify and implement improvements to the LFG wellfield; identifies missing information and takes necessary steps to address the information gaps in the database
  • Supports GIS initiatives within the branch
  • Attends the weekly Fill Plan meetings as required to advise the Operations team on technical matters relating to the LFG system to ensure filling activities do not cause adverse impacts
  • Complies with all aspects of the project management framework, including the use of templates where applicable and adherence to quality management procedures and standards with particular focus on field reporting
  • Reviews and writes technical reports, and completes routine and regulatory reporting with supporting data collection, interpretation and analyses within required timeframes
  • Participates in the Transfer and Landfill OH&S committee (or delegates to an EPT)
  • Participates in standby rotations, and responds to callouts to maintain flare station operation after hours
  • Conducts presentations and tours of the Landfill and/or the LFG system as needed
