DESCRIPTION

Oversees various construction management tasks for capital improvement projects (CIP), private development projects and utility projects, including field inspections, coordination with contractors, and ensuring project quality. Manages construction schedules, reviews requests for information (RFI), processes payments, and conducts pre-construction meetings with stakeholders. Manages dry utility permits, reviews plans for construction projects, and ensures adherence to City, state, and federal regulations.

Duties include, but are not limited to the following:

  • Provides construction management duties, including reviewing construction schedules, coordinating and responding to requests for information (RFI) and architectural supplemental instructions (ASI), coordinating action item lists, reviewing and processing progress payments, and preparing and authorizing change orders.
  • Schedule and conduct pre-construction and progress meetings with contractors, engineers, architects, project owners, outside agencies, and other stakeholders. Establishes communication protocols, documents and distributes meeting minutes and action item lists, and coordinates the attendance of affected parties.
  • Maintains ongoing inspection records, daily reports, monitor logs (shop drawing submittals, requests for information (RFIs), architectural supplemental instructions (ASIs) and change orders), material testing, and any additional project related documents, as required.
  • Inspects contractors’ work assuring compliance with plans, specifications, Tempe Engineering Design Criteria and other applicable standards. Issues non-conformance reports (NCR) to address design and specifications deviations or work that fails to meet quality or standards. Tracks reports and approves resolutions.
  • Performs analysis of change orders. Negotiates fair and reasonable costs for change orders and prepares change order reports and documents for approvals.
  • Provides standby assistance with emergency repairs for waterline and sewer breaks 24/7. Ensures repairs are performed correctly and in a safe manner.
  • Executes closeout of project, including final walkthrough. Coordinates equipment startup procedures and finalizes permits. Establishes warranty start-up period and assists in resolving and addressing repairs.
  • Evaluates plans and specifications for compliance with city,state and federal laws and ordinances
  • May perform responsibilities of a similar nature and level as assigned.

WORK EXPERIENCE:

Requires three (3) years of experience in engineering or related field.
Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant’s full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience.

EDUCATION:

Requires the equivalent of an Associate’s or vocational/technical school degree from an accredited college or university related to the core functions of this position.
The term “equivalent” means that directly related work experience exceeding the required work experience will substitute in equal time increments for college-level education, for example: one year of additional directly related work experience will substitute for one year of college education (30 credit hours).
