The occupant of this position is a member of the Operational Technology and Engineering (OTE) Section. The role of the OTE Section is to ensure the development, delivery and operation of measurement equipment and systems meet the Bureau’s performance and functional requirements. This includes the following sensors/networks:
- Radar and Wind Profilers
- Automatic Weather Stations
- Solar Radiation
- Ozone
- Flood Warning
- Sea Level
- Aircraft Based Observations
The occupant of this position is a member of the In-Situ Measurement (ISM) subsection of OTE Section. The main role of ISM is to ensure the development and delivery of measurement equipment and systems to meet surface and upper air observations performance and functional requirements. This includes:
- Manage the technical team that oversees the AWS network, including triage of Level 3 support and Project tasks.
- Manage a team of technical Subject Matter Experts (SME) who will document and undertake field engineering commissioning and training for surface measurement systems and facilitate operational handover to Network Operations (Observing Network Service Managers and/or National Observing Operations).
- Manage the development, implementation, or adaption of new technologies relevant to the surface observations and automatic weather stations to improve the performance of the Bureau’s observational network.
- Investigate performance anomalies and provide expert advice to Observing Network Service Managers and/or National Observing Operations on in-situ observation and automatic weather station equipment.
The occupant of this position will be required to participate in all of these areas under limited guidance from more senior staff. They must have a high level of technical knowledge, proven capability in development activities and demonstrated ability to lead a team to achieve goals in a timely manner.
The successful candidate must also have the capacity to liaise effectively with other Bureau groups and external organisations on equipment requirements, operational problems, maintenance and installation instructions and keep abreast of current developments in electronics and meteorological technology.

- Quality (ISO9001), systems engineering (ISO15288) and logistics management and implementation experience
- Extensive experience in data acquisition, measurement technologies and engineering.

The EL1 Technical / Engineering lead may be requested to conduct any reasonable technical or engineering task within the OSO business unit. A Technical/Engineering Lead will, to the maximum extent practical:
- Team Management
- Manage all aspects of your team in support of your allocated service streams
- Maintain the technical capacity of your team to ensure OTE can provide engineering and Level 3 technical support to OSO.
- Manage work allocation and resource management within your team.
- Technical Authority
- Make engineering decisions and provide engineering advice in accordance with your delegated level of technical authority.
- Assess your team to ensure they are allocated appropriate technical authority and ensure they are working in accordance with their technical authority level.
- Review and approve technical artefacts and significant decisions originating from your team.
- Manage all engineering changes within your scope.
- Service & Project Management
- Attend all allocated Service Management Working Group Meetings.
- Actively and constructively interact with the stakeholders to optimise outcomes and ensure engineering advice is appropriately considered.
- Ensure engineering input is considered in all decisions made by the Service Management Working Group.
- Ensure Engineering advice is supplied for consideration within the Bureau’s Enterprise Risk Management Framework.
- Ensure technical delegations are observed within the Service Management Working Group.
- Ensure all monthly reports are elevated for review through the OTE management structure.
- Actively support national configuration rationalisation / fleet commonality.
- Provide technical oversight to all relevant approaches to market (RFT, Warranties, Deeds of supply and Contracts).
- Participate in System Safety Working Group meetings and review risk registers every 6 months.
- Prioritize and manage work originating from Service Management Working Groups.
- Engineering Processes
- Maintain the engineering configuration of your allocated service streams.
- Develop and maintain the engineering technical documentation for your allocated service streams (in accordance with applicable proformas and processes).
- Ensure all OTE engineering/technical processes are followed. Where processes are not defined, assist in the development and deployment of common work processes.
- Manage your business in accordance the ISO 9001 work processes and OTE Quality Manual.
- Ensure all engineering processes are followed, due diligence is applied to works undertaken and Objective Quality Evidence (OQE) is recorded in support of engineering activities.
- Support NOO (National Observing Operations) in the development and maintenance of logistics systems.
- Audit NOO maintenance activities.
- Audit OEM (Original Equipment Manufacturer) activities.
