ENGINEERING MANAGER - TECH CONTROL CENTRE

SPECIFIC ACCOUNTABILITIES

  1. Accountable to initiate and manage process improvement initiatives and automation to ensure cost effective, efficient delivery of work activities within the Technology Division and to implementation teams.
  2. Responsible for managing workload and resources through the use of tools such as PowerBI, Robotic Process Automation, Access and Core Engineering workflow tools, SAP and Circuit Vision and others.
  3. Accountable for creating, maintaining and ensuring accuracy of SaskTel’s Subscriber Address records and Civic Address records in systems and tools, including Optius/Odin and GIS.
  4. Accountable as the SaskTel prime for the administration and management of the international CLLI naming convention for SaskTel.
  5. Maintains strict loop length standards pertaining to DSL copper network specifications.
  6. Accountable to implement changes in the business environment that support short and long-term plans. Contribute to the formation of business plans by representing the business units’ future requirements related to technology direction, industry dynamics, demographics, costs, systems and tools, etc.
  7. Accountable to promote and model excellent communications and teamwork. Ensure service delivery through internal relationships with other departments and external vendors and agencies.
  8. Accountable to define and build competency-based multi-functional teams, and provide development to address evolving customer demands, technology evolution and business unit initiatives.
  9. Ensures performance and healthy staffing succession by acquiring, selecting developing and motivating employees. Responsible to develop and support a team environment that models corporate values of honesty, integrity, and open communications. Maintain corporate safety, security, and public image by working in a safe, responsible and ethical manner. Ensures high level of technical expertise is developed and maintained through training and hands on experience.
  10. Accountable to promote and model excellent communications and teamwork with consultants, contractors, customer agencies, government and regulatory bodies, utility companies, Network Operations and Support teams, Planning, and Customer Services. Accountable for a high level of communication related to projects, ensuring timely resolution of roadblocks to progress. Maintains a high level of sensitivity and responsiveness related to customer needs.

QUALIFICATIONS

  1. Education and experience (one of the following combinations):
    a. University Degree in Electrical, Electronics, Software or Systems Engineering, with a minimum of three years in the design and provisioning of network technology and must be eligible for registration with APEGS
    b. University Degree in Computer Science with a minimum of three years in the design and provisioning of network technology.
    c. Technical Diploma in Data Processing / Programming or Computer Technology or Electronic Engineering Technology with eligibility in SASTT with five years of experience in the design and provisioning of network technology
    d. Complementary combination of education and relevant business experience in a work control or project management environment
  2. Good knowledge of access and core network technologies, and related regulatory, business and industry knowledge.
  3. Strong ability to collect and analyze data, draw conclusions, and present recommendations based on trends, gaps, and forecasts.
  4. Working knowledge of the design and provisioning tools including SAP, Optius/ODiN, Workflow, Circuit Vision, GIS and others.
  5. Knowledge of data visualization, automation, and programming tools.
  6. Thorough knowledge of project management skills as would be gained through primary participation in project management of large and complex projects.
  7. Excellent communications skills, both oral and written with the ability to negotiate on behalf of SaskTel to coordinate, obtain approval and resolve issues with external governing bodies or internal SaskTel departments.
  8. Ability to select, supervise, train, motivate and develop staff in a highly technical environment.
  9. Ability to develop and implement insightful and practical solutions to complex problems related to technology, processes, procedures, staff, and peers, which supports the smooth implementation of technology solutions.
Responsibilities

Accountable to research, analyze and implement best practices with respect to use of new and existing data sources and systems and implementing automation. Provides control, communication, negotiation and issue escalation or resolution between operations, SI, construction, and sales with respect to SaskTel address data, service orders, and Rural Network Facility Requests (NFR). Accountable for ensuring integrity of processing of joint use or other external organizations invoicing. Acts as a liaison representing SaskTel with First Nations, other crowns, ISC and 911 Public Safety Answering Point (PSAP) to
enhance and deliver gold source of civic addresses for Saskatchewan. This position is also accountable for the corporate administration and assignment of Common Language Location Identification (CLLI) codes.
