JOB SUMMARY

Reporting to the Director of Operations, the Engineering Project Manager is a key member of our collaborative leadership team providing technical and strategic advice on capital initiatives. The Engineering Project Manager performs complex and diverse engineering and project management work, including the design and oversight of mid-to-large scale capital projects. The role requires the application of sound engineering principles and project management practices to deliver successful, practical, and sustainable outcomes for our community.
Recognizing the unlimited potential of this vibrant community and the importance of hiring a leader to assist Council in achieving their strategic goals and objectives, as outlined in the 2023-2026 Strategic Priorities Report, we are looking to attract a collaborative, results-oriented leader as the Engineering Project Manager.

THE IDEAL CANDIDATE WILL HAVE:

  • A minimum of a Diploma from a Civil Engineering Technology Institution and post-secondary education in Project Management
  • Membership or eligibility for immediate membership as an Applied Science Technologist (A.Sc.T.)
  • A minimum of five (5) years of experience in a municipal environment or equivalent experience in the private sector
  • Excellent knowledge of the philosophies, principles, and practices of municipal civil engineering, construction, and construction contracts and MMCD
  • Ability to interpret and apply legislation
  • Proficient with Microsoft Office including Word, Excel, PowerPoint, Project and Outlook
  • Strong oral, writing, editing, and proofreading skills
  • Strong working knowledge of GIS, AutoCAD, AutoCAD Map3d, Civil3d and InfraWorks
  • Proficient with the use of GPS and conventional survey equipment
  • Asset management experience would be considered an asset
    Salary & Benefits:

The Salary range for this position is commensurate with skills, experience and designation.

  • $91,000-$109,000 undesignated
  • $97,000-$116,000 designated

JOB SUMMARY

The Engineering Project Manager, reporting to the Director of Operations, performs complex and varied engineering and project management work that may involve design and management for mid-to-large projects. The Manager applies appropriate principles and practices of the profession to ensure results are achieved in a sound and practical manner. The role is collaborative, working on all capital projects with an executive team and external agencies.
Key duties include ensuring compliance with legislation and the policies and procedures approved by Council, and efficient management of engineering projects, maintaining municipal engineering records and providing advice and technical guidance to the Director of Operations, CAO and Council.

Job Duties

  • Oversees the implementation and administration of internal and contracted capital and engineering programs and special projects by assisting with budgets, preparing, managing, overseeing projects, estimates and timelines
  • Participates in short and long-range planning, assisting in the preparation of the department budgets, monitors assigned budgets and controls costs ensuring the effective and efficient expenditure of allocated funds
  • Monitors, controls and reports project progress (% complete) on a monthly basis as part of the project review process
  • Prepares and reviews project designs, technical reports, requests for proposals, tenders and contract specifications for multiple projects including evaluation and review of received quotes and bids
  • Assists in the development of operations policies and procedures
  • Chairs the Asset Management Committee working collaboratively to oversee, develop and maintain the program
  • Undertakes various administrative activities including, but not limited to reviewing engineered drawings and managing lot cards
  • Makes decisions and provides recommendations on a variety of issues with broad policies and mandates as guideline
  • Manages contract processes including preparing or reviewing contract documents RFP’s, ITQ’s, Tenders and evaluating consultants,’ contractors’ and their work
  • Ensures that project close out documents are submitted and forwarded to appropriate parties upon completion of the project
  • Develops, reviews, and analyzes reports on data sets including water, sewer and traffic counts
  • Researches, prepares and presents studies, reports, applications, policy documents, grants, bylaws and strategic plans
  • Collaborates with the planning department on servicing, permitting, construction and development applications as required
  • Builds and maintains effective communication and coordination with internal and external contacts
  • Acts as a project leader and actively works to encourage teamwork, collaboration, and efficiency
  • Manages municipal right of ways and easements related to municipal infrastructure
  • Manages and maintains aerial photography, LiDAR, maps, surveys and other data
  • Manages municipal land development and the municipal fiber network
  • Undertakes special projects and other duties as assignedManages temporary coverage of Public Works operations as assigned

Responsibilities

THE CORE JOB DUTIES INCLUDE:

  • Lead the planning, design, and execution of municipal engineering projects, ensuring they are completed on time, within scope, and on budget
  • Oversee the upcoming municipal wastewater treatment plant upgrade project
