ENGINEERING TECHNICAL WRITER – HYBRID, FULL TIME, JERSEY CITY

OVERVIEW

Toll International is seeking qualified candidates for a full-time consulting assignment with the Port Authority of New York and New Jersey’s Engineering Department. This role supports documentation development, quality control, structure, and governance within the Engineering Department. The consultant will collaborate with subject matter experts, project managers, and process owners to create and maintain engineering documentation and knowledge repositories, ensuring alignment with departmental standards and the Agency’s brand. Support will be provided through SharePoint and internal Port Authority applications.

REQUIRED QUALIFICATIONS

  • Must possess a bachelor’s degree from an accredited college.
  • Proven experience in technical writing within engineering, construction, or infrastructure environments.
  • Proficient in Microsoft Office 365 tools including Word, PowerPoint, Excel, and Visio.
  • Experience with Adobe tools for managing PDFs and creating documentation (Adobe Reader, Editor, InDesign).
  • Experience using process mapping or diagramming tools such as Visio, Lucidchart, Miro, or similar.
  • Proven experience with document management platforms such as SharePoint or OpenText, including basic file structure, metadata tagging, and permission management.
  • Strong understanding of document lifecycle practices, version control, and naming conventions.
  • Strong analytical and organizational skills, with the ability to structure complex information clearly.
  • Self-motivated, quick learner with the ability to prioritize multiple tasks and meet deadlines.

PREFERRED QUALIFICATIONS AND SKILLS

  • Excellent oral, written, and interpersonal communication skills.
  • Experience using Enterprise Content Management systems at an administrator or advanced user level (e.g., configuring metadata fields or managing large libraries).
  • Proficiency in screen capture and video editing tools such as Loom, Snagit, or other modern alternatives.
  • Experience with structured content development and template management.
  • Experience working with large public agencies or utilities is a plus.
  • Independent worker, requiring minimal supervision.
Responsibilities

ROLE

As an Engineering Technical Writer, you will be responsible for creating, revising, and managing technical documentation to ensure integrity, standardization, and compliance. This includes working on SOPs, manuals, process documents, and more, while integrating best practices and emerging technologies.

RESPONSIBILITIES AND TASKS

  • Create, revise, and format technical documentation, including SOPs, maintenance manuals, policy manuals, process documents, training guides, and onboarding materials.
  • Document business process descriptions and conduct business analysis, including lessons learned, best practices, industry trends, Agency goals, and Engineering Department requirements.
  • Conduct meetings with engineers, project managers, content owners, and stakeholders to identify needs for updating and improving documentation; propose actions to ensure clarity, consistency, and accessibility.
  • Research best and current industry practices to maintain the Engineering knowledge hub content accurate, current, and well-organized.
  • Provide implementation support, including creating rollout communication (interim and final) for completed documentation to Engineering Department Staff, Agency stakeholders, and the Consultant community.
  • Apply metadata standards and controlled vocabularies to improve document organization and searchability across platforms.
  • Produce and edit documentation to align with established naming conventions, filing systems, and taxonomy frameworks.
  • Manage the document lifecycle, including version control, tracking, ownership, and periodic reviews.
  • Maintain documentation libraries in SharePoint, including basic permission structuring and navigation setup.
  • Coordinate the deployment of documents and guides in SharePoint with appropriate metadata, version control, and access permissions.
  • Collect, research, and review existing internal and external Agency, Department, and Divisional documentation to ensure alignment with Engineering processes.
  • Ensure documentation, forms, and templates accurately reflect current workflows and tools; identify outdated content and coordinate updates with stakeholders.
  • Collaborate with stakeholders and project teams to align document content with evolving procedures, systems, and automated workflows.
