The City of Covington is currently accepting applications for the position of Engineering Technician I II in the Engineering Department with a starting hourly rate of $25.20 depending upon qualifications.

JOB SUMMARY

Performs routine and complex technical engineering related work for environmental, water distribution, sanitary sewer, street, stormwater and other public works projects and programs. Assists an Engineer in application of principles, methods, and techniques of civil engineering technology.

MINIMUM QUALIFICATIONS

Education and Experience:
(A) Graduation from a high school or GED, supplemented by two years of related technical or college training in drafting, Computer-Aided-Design (CAD), engineering technology, civil engineering or a closely related field; and
(B) Minimum of two years related experience; or
(C) Any equivalent combination of education and experience.

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of civil engineering principles, practices and methods as applicable to a municipal setting
  • Knowledge of applicable City policies, laws, and regulations affecting Division activities;
  • Skill in operating the listed tools and equipment; some skill in basic drafting, surveying, and flagging.
  • Ability to prepare, organize and maintain engineering field and office data, reports and systems
  • Ability to effectively communicate complex technical information, orally and in writing, to contractors, developers, property owners, employees, consultants, other governmental agency representatives, City officials and the general public.
  • Ability to become proficient with Hiperweb, BS&A, and other frequently used software applications.
  • Proficiency with Microsoft Office products.

SPECIAL REQUIREMENTS

Must possess a valid State Driver’s license or have the ability to obtain one prior to employment;
Must have or be able to obtain GSWCC Level 1B Advanced Fundamentals (Red Card) Certification within 6-months.
Must be physically capable of moving about on construction work sites.

Responsibilities
  • Reviews project specifications and confers with engineers regarding plan preparation, design changes, acceptance testing, and field evaluations.
  • Conducts materials testing and documents results through detailed field notes and technical reports.
  • Surveys project sites and performs field verification and data collection using GPS and other instruments; analyzes topographical features and utility locations.
  • Prepares detailed utility plans, dimensional drawings, and as-built records for streets, water, sewer, drainage, and other infrastructure systems using CAD and GIS software.
  • Develops and maintains GIS spatial datasets and infrastructure records, including the mapping of sewer, water, drainage, street systems, and other assets.
  • Creates cartographically correct maps and performs GIS data analysis, including coding, editing, and attributing geographic features.
  • Researches records, plats, and historical data to retrieve zoning information, utility locations, and other engineering data.
  • Calculates material quantities and specifications such as dimensions, profiles, pipe lengths, concrete, and asphalt volumes.
  • Inspects construction sites to verify compliance with approved plans, design specifications, and regulatory standards.
  • Assists in the review of development plans and permit applications for compliance with city codes, standards, and applicable regulations.
  • Supports the preparation of engineering plans and specifications; coordinates bid advertisements and evaluates construction bids based on technical and financial criteria.
  • Assists in managing engineering, stormwater, water distribution, sanitary sewer, and public works construction or maintenance projects.
  • Supports utility locating and verification using maps, as-builts, GIS data, and locating instruments.
  • Maintains spatial and relational databases and supports comprehensive planning through GIS and infrastructure data management.
  • Assists with implementation and reporting for the Storm Water Management Plan, including preparation of the Annual Storm Water Report.
  • Evaluates transportation and traffic impacts of development proposals; assists with related studies, reports, and recommendations.
  • Uses CAD, GIS, GPS, and related software for drafting, data processing, mapping, and records management.
  • Prepares a variety of office-related materials such as permits, maps, presentations, correspondence, and reports; responds to inquiries from contractors, developers, staff, and the general public.
  • Recommends award of construction bids based on best value, vendor qualifications, technical adequacy, and compliance with city standards.
  • Assists in evaluating transportation, zoning, and platting impacts of development proposals, with recommendations supported by GIS and traffic data analysis.
  • Reviews and issues permits such as utility, street use, and franchise utility permits in compliance with city engineering standards.
  • Coordinates with other governmental entities to support joint infrastructure, mapping, and data standardization projects.
  • Performs GIS data conversions and imports data from aerial imagery and various sources into a city geodatabase.
  • Operates survey-grade GPS equipment and performs field tasks including flagging, staking, and surveying to support engineering and GIS data collection.
  • Maintains GPS survey monumentation grid for real-world mapping of utilities and infrastructure.
