Ho'olaulima Government Solutions LLC (HGS) is a Small Business Administration-certified, Native Hawaiian Organization-Owned, 8(a) Small Business that provides services and solutions in the areas of Environmental Services, Information Technology Services, Healthcare Services and Professional and Technical Services to the Department of Defense and other Federal agencies.   HGS is a wholly-owned subsidiary of the Kina'ole Foundation, a 501(c)(3) non-profit established to benefit Native Hawaiian communities.   You will receive a comprehensive benefits package that includes: * Health insurance * Dental insurance * Life insurance * Professional training reimbursement * 401K * Disability insurance * ...and much, much more!   Job Description: The Engineering Technician shall provide Engineering Technician support services at the Naval Facilities Engineering Systems Command, Marinas organization.   Duties and Responsibilities: * Prepares detailed performance-based FSC specifications, technical plans and drawings conforming to U.S. Codes, Guam and CNMI laws and NAVFAC directives for indefinite delivery indefinite quantity, firm fixed-price and combination firm fixed-price and indefinite delivery indefinite quantity contracts.  * Independently develop performance work statements for new solicitations and re-solicitations using the latest FSC/BOS template.  * Meets with tenant command customers to ensure work packages meet customer needs. Independently reviews work requests for contract modifications. Prepares cost estimates for labor and material using R.S. Means or other similar estimating data base. \ * Prepare detailed specifications for individual Task Orders issued under existing FSCs and JOCs, tailored to the specific requirements of each project.  * Draft and revise specifications for contract modifications, accurately reflecting changes in scope, materials, or performance standards.   * Collaborate with Navy customer activities, contracting personnel, engineers, contractors, other NAVFAC departments and various other customer activities supported by NAVFAC and other Federal and local Government agencies.to gather and translate technical requirements into formal specification documents.  * Submits work package to FSCM or other Specification Writers.  * Ensure all specifications are in compliance with Unified Facilities Criteria (UFC), NAVFAC policies, Navy, and other applicable Department of War (DoW) regulations.  * Determines performance standards and qualification requirements (i.e. licenses and permits) for each project to conform to Guam and CNMI laws and regulations. * Review statements of work, plans, and other contract documents to ensure technical adequacy and consistency with the prepared specifications.  * Assist in the preparation of complete procurement packages and bid documents, including the integration of specifications.  * Provide technical support and clarification on specification-related inquiries from contracting personnel, project managers, and potential bidders.   Minimum Requirements: * Analytical, communication, interpersonal, problem-solving, and time management skills  * Proficiency in the use of the Microsoft Office Suite and Adobe Acrobat.  * Provide satisfactory proof of U.S. citizenship.  * SECRET clearance  * Knowledge of service contracts, FSC/BOS template policy, forms, typing policies and terminology.  * The work includes walking, standing, bending, moving of heavy items and measuring tools.
