JOB SUMMARY

The Engineering Technician is responsible for inspecting Public Works construction projects to ensure compliance with project specifications, standards, and requirements. This position performs field inspections, data collection, and design preparation, supporting various engineering functions for the City of Elkhart’s Public Works and Utilities Department.

EDUCATION AND EXPERIENCE

  • Associate’s or Bachelor’s degree in construction technology or a related field preferred.
  • Minimum two (2) years of technical experience in general engineering, surveying, or construction practices preferred.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of municipal roadway, sidewalk, water, and wastewater treatment facilities safety procedures.
  • Proficiency in AutoCAD, Civil 3D, ESRI GIS products, Asset Management software, and Microsoft Office.
  • Ability to read and interpret engineering plans, legal descriptions, surveys, plats, and property records.
  • Familiarity with COE standard construction specifications, ADA, and PROWAG requirements.
  • Ability to conduct inspections, topographic surveys, and construction site surveys.
  • Strong mathematical skills, including arithmetic, algebra, and geometry.
  • Ability to handle multiple tasks, prioritize workloads, and work efficiently under deadlines.
  • Strong ability to provide diplomatic public service, including handling complaints and irate individuals.
  • Knowledge of surveying principles, practices, and instruments related to road, sewer, and water construction.
  • Experience operating office equipment, including computers, tablets, scanners, plotters, and smartphones.
  • Ability to operate hand and power tools, including hammers, wrenches, measuring devices, smart levels, metal detectors, and shovels.

PHYSICAL, MENTAL, AND VISUAL SKILLS

  • Frequent use of computers, office equipment, and field tools.
  • Ability to lift and carry objects over 50 pounds.
  • Frequent bending, kneeling, reaching, and walking on uneven terrain.
  • Exposure to outdoor environments, including extreme weather conditions.
  • Ability to work in high places, confined areas, and wet/icy surroundings.
  • Occasionally works near dust, dirt, fumes, and noisy construction environments.
  • Potential exposure to irate or hostile individuals in the field.

Responsibilities

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Inspects stormwater, sanitary sewer, and water main projects, along with all construction activities in the public right-of-way.
  • Conducts Storm Water Pollution Prevention Plan (SWPPP) inspections and prepares daily inspector reports.
  • Performs final inspections of sanitary sewer and water system connections and oversees utility disconnections for building demolitions.
  • Prepares designs for small drainage, sidewalk, street, and utility projects, as well as conceptual plans for proposed city projects.
  • Conducts site inspections and data collection to ensure compliance with the City’s ADA program and identifies necessary infrastructure improvements.
  • Updates and manages engineering files, maps, and historical records, ensuring accurate documentation of construction projects.
  • Maintains GIS information related to current City benchmarks and infrastructure assets.
  • Manages all phases of sewer insurance projects, including problem diagnosis, contractor coordination, and project inspection.
  • Inspects and issues permits for residential driveway construction, revocable permits, and other right-of-way-related work.
  • Assists the public by answering questions and addressing complaints in person, by email, and over the phone.
  • Researches and verifies benchmark data from the U.S. Geological Survey (USGS), Indiana Department of Transportation (INDOT), and the Department of Natural Resources (DNR).
  • Assists in managing the City’s sewer insurance program, performing survey work, and converting field data into AutoCAD drawings.
  • Oversees the street materials bid package and ensures compliance with city procurement standards.
  • Assumes duties of other staff members as needed.

OTHER DUTIES AND RESPONSIBILITIES

  • May be required to work extended hours and evenings as needed.
  • Occasional travel for training and conferences, including overnight stays.
