As an Engineering Technician II, you’ll play a role in planning and delivering capital improvement projects, capturing critical asset data, and supporting long-term infrastructure resilience. Unlike operations-focused roles, this position is centered on engineering design, project management, and technical documentation—providing the foundation for smarter, safer, and more efficient utility systems. The City of West Kelowna is seeking an Engineering Technician II to join our Utilities Department. This position supports the safe, reliable operation and continuous improvement of water and wastewater collection systems through engineering and technical expertise. You will manage small-scale capital projects, assist with asset management initiatives, and ensure accurate documentation of underground infrastructure to inform future planning. Summarized Position Responsibilities The Engineering Technician II works under the direction of the Utilities Supervisor and collaborates closely with the Utilities Operations and Maintenance Foremen, the Utilities Technical Coordinator, the Electrical and Instrumentation Technician, and a dedicated team of Water Distribution and Wastewater Collection Operators. This partnership ensures alignment between engineering design, operational requirements, and maintenance priorities. While the Technical Coordinator focuses on optimizing operations and compliance programs, the Foremen lead field crews in daily maintenance activities, and the Electrical and Instrumentation Technician manages control systems and instrumentation, the Engineering Technician II provides the engineering and data-driven foundation for planning, design, and capital improvements. Together, these roles form a cohesive team dedicated to delivering safe, efficient, and sustainable utility services. Key Responsibilities Project Management & Design Support Manage multiple small-scale, in-house capital improvement projects using industry best practices. Prepare reference and contract documents, monitor construction progress, and ensure compliance with plans and specifications. Support design reviews for water and sewer projects, incorporating operational and maintenance perspectives. Asset Management & Data Integrity Capture accurate survey data during field activities and reactive excavations. Perform or lead comprehensive condition assessments of water distribution and wastewater collection infrastructure. This includes evaluating asset integrity, identifying deficiencies, and documenting findings to inform risk-based maintenance strategies and capital planning. Lead GPS-based infrastructure mapping initiatives and verify GIS data for valves, hydrants, and curb stops. Assist with implementing the Asset Management Program and Centralized Maintenance Management System. Develop reverse-engineered AutoCAD drawings of water and sewer infrastructure where original as-constructed drawings are unavailable, ensuring accurate records for future planning and design. Technical Support & Documentation Respond to technical inquiries related to water and sewer systems from the Development Engineering Department and from the City’s Engineering Department related to capital projects. Compile and interpret data to prepare technical reports and recommendations. Contribute to policy and bylaw development related to Utilities infrastructure, including the development and maintenance of an “Approved Products” list to ensure consistency and quality in materials and equipment used for water and wastewater systems. Planning & Budgeting Support the development of departmental capital and operating budgets. Utilize project management tools (e.g., MS Project, Planner) for scheduling, resource allocation, and cost control. Our Ideal Candidate Diploma in Civil Engineering Technology, or an equivalent combination of education and experience. A member of, or eligible for full membership in, the Applied Science Technologist and Technicians Association of BC (AScT or CTech). Minimum of 3 years’ design and inspection experience in Municipal Engineering. Valid Class 5 BC Driver’s License. Thorough knowledge of engineering design principles, cost estimation, and municipal infrastructure standards. Familiarity with municipal, provincial, and federal regulations related to utilities. Ability to analyze and interpret data for technical reports and recommendations. Proficiency in Microsoft Office, AutoCAD, GIS systems, and related software. Experience with modeling for water and sewer systems (asset management, hydraulic modeling). Excellent communication skills—verbal and written.
