Major Responsibilities:

  • Administers, coordinates, reviews and prepares permits, agreements, memos and reports / for the City’s Private Water Discharge (PWD) Program and Industrial Waste Surcharge (IWS) Program.
  • Maintains, tracks and reports on statistics related to the PWD and IWS Programs.
  • Conducts surveys, investigations and studies for a variety of proposals, programs and projects pertaining to the Environmental Monitoring and Protection Unit.
  • Conducts field inspections when required and evaluates condition of facilities relating to the PWD and the IWS Programs.
  • Assists the Supervisor and Manager to carry out technical work for the planning, design, and inspection and sampling related to PWD and IWSA Programs.
  • Represents the Division on technical committees or meetings both internally and externally with stakeholders.
  • Prepares and delivers technical electronic presentations related to program work to the public, and City employees.
  • Assists with the preparation of budget, tracking of expenditures, and revenue projections for both the PWD and IWS Programs.
  • Leads and directs staff on PWD and IWS projects.
  • Reviews and approves calculations related to the PWD and IWS Programs.
  • Tracks Private Water and Industrial Surcharge fees collected and forecasts fees when required.
  • Prepares quarterly reports on each program area.
  • Reviews, approves and trains staff to perform calculations related to the PWD and IWS Programs.
  • Liaises with companies, developers, members of the public and contractors, etc. regarding Private Water and Industrial Waste Surcharge to resolve problems.
  • Initiates and conducts meetings to resolve problems or educate stakeholders on City requirements, etc.
  • Prepares training courses and outreach materials and conducts trainings on the PWD and IWS Programs and inspection of Private Water Sources.
  • Trains and directs the work of staff related to Private Water discharge applications or billing.
  • Performs and/or reviews research and calculations and analyzes technical data.
  • Investigates and responds to inquiries from the public, certified professionals, consultants, contractors related to PWD and IWS Program.
  • Provides technical support to the unit and other internal units regarding the PWD Program
  • Creates and periodically updates detailed Standard Operating Practises (SOPs) and practices related to the PWD and IWSPrograms.
  • Reviews Private Water Discharge Applications.
  • Maintains and organizes email intake relating to PWD applications. Responds to all inquiries.
  • Reviews all drafted legal templates (agreements/permits/amendments/assignments) for accuracy prior to management signature.
  • Prepares PWD and IWSA agreements/permits/assignments/amendments etc.
  • Prepares Process Maps for workflow for both the Private Water and Industrial Waste Surcharge Programs
  • Prepares correspondence/documents relating to the PWD and IWS Programs.
  • Liaise with team members, management and Legal Services on any template changes and unique PWD and IWS situations requiring legal advice/guidance.
  • Scans Private Water applications for first assessment of completeness or incomplete and communicates to the applicant and its consultant.
  • Experience with manual and computerized mathematical calculations used in engineering analysis and financial billing.
  • Liaise with other internal departments for sewer capacity.
  • Lead for special project (transit, City projects etc).

Key Qualifications:

Your application must describe your qualifications as they relate to:

  • Graduate in an Engineering Technologist Program, Chemistry, Environmental Sciences, Chemical/Civil/Environmental Engineering or equivalent combination of education and experience.
  • Experience utilizing a variety of computer software programs, including MS Office and experience with databases (e.g. Access, WMACs, LIMS, iPACs, etc.).
  • Experience in reviewing technical and engineering related applications, civil and mechanical drawings and performing related calculations.
  • Experience with municipal wastewater collection and treatment, industrial process control, groundwater, sampling and engineering.
  • Must possess a valid Province of Ontario “G” Driver’s License and be able to obtain a City Driver’s permit.

You must also have:

  • Certified Engineering Technologist (C.E.T.) or Certified Technician (C.Tech.) or Applied Science Technologist (A.Sc.T.) would be an asset
  • Knowledge of contractual agreements.
  • Knowledge in groundwater and groundwater treatment systems.
  • Membership in the Ontario Association of Engineering, Technicians and Technologists (OACETT) would be an asset.
  • The ability to interpret engineering drawings and documents, e.g. plans and profiles, surveys, specifications, etc.
  • Extensive knowledge and understanding with all relevant regulations, statutes, standards and practices (e.g. Occupational Health and Safety Act, Safe Drinking Water Act, Environmental Protection Act, Ontario Water Resources Act, Water Supply and Sewers By-laws).
  • Ability to work effectively in a team environment with consultants, contractors, colleagues and other City employees at all levels and with members of the public.
  • Excellent interpersonal skills with the ability to communicate effectively, both verbally and in writing, at all organizational levels.
  • Ability to provide work direction to other staff and follow direction given by supervisor and/or manager.
  • Ability to work under tight deadlines with minimal supervision, plan, prioritize and organize work.
  • Well-Developed problem solving, project coordination skills and the ability to exercise independent judgment in dealing with technical and contractual matters.
