Description

Our client, The East African Crude Oil Pipeline (EACOP) is a major midstream development spanning Uganda and Tanzania. It includes the construction and operation of a nearshore Marine Tanks and Terminals (MTT) facility in Tanzania. Once completed, the EACOP Company will operate a 1,443 km electrically heated crude oil export pipeline, transporting crude oil from Kabaale–Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for export to international markets. Environment & Biodiversity Coordinator supports the Site Manager in ensuring environmental protection, regulatory compliance, and biodiversity management across the Marine Tanks, Terminal, Jetty, and Load Out facilities. Drive the proper implementation of EACOP environmental programmes, conduct inspections and biodiversity monitoring, promote environmental best practices, and ensure full compliance with Tanzanian regulations, NEMC requirements, and applicable international standards. Implement measures to protect sensitive habitats, flora, and fauna, including managing risks to marine life, birds, and coastal ecosystems. Conduct or participate in relevant awareness and training for personnel and contractor personnel as required. Carry out HSE KPI monitoring, recording, and stakeholder engagement activities. Principle Responsibilities 1. Environmental Compliance, Monitoring & Regulatory Management Assist operations to ensure compliance with EACOP ESMP, providing advice and guidance on environmental management topics. Ensure the facility complies with the Environmental Management Act (2004) and all relevant NEMC regulations, including: Environmental Impact Assessment (EIA) and Environmental Audit requirements. Hazardous Waste Control and Management Regulations. Air and Water Quality Standards. Ensure compliance with International environmental regulations and Standards (e.g. IMO, MARPOL). Ensure adherence to General and Specific Conditions issued by NEMC Monitor emissions, effluents, and waste management practices. Maintain and update the facility’s Environmental Management Plan (EMP). Conduct regular environmental audits and inspections. Provide advice and support operations at the various AGIs when required. Actively participate in spill response drills and maintain spill response equipment. Liaise with port authorities and environmental agencies regarding marine environmental issues. Oversee hazardous and non-hazardous waste handling, storage, and disposal. Implement pollution prevention measures for air, water, and soil. Track and report environmental incidents and near misses. Prepare environmental reports for submission to regulatory bodies. Maintain records of environmental permits, inspections, and corrective actions. Support internal and external audits. Participate in emergency response planning and drills. Support investigations of environmental incidents and recommend corrective actions. Provide daily, weekly and monthly HSE reports as might be required. Carry out any other relevant duties or tasks that may be assigned by his hierarchical superiors. 2. Biodiversity activities include but are not limited to: Conduct regular monitoring of terrestrial, coastal, and marine biodiversity around the terminal and jetty to identify environmental impacts from operations Implement measures to protect sensitive habitats, flora, and fauna, including managing risks to marine life, birds, and coastal ecosystems. Ensure compliance with environmental regulations, permit requirements, and company biodiversity standards; prepare biodiversity performance reports and records. Support spill prevention and environmental incident response, while engaging employees, contractors, regulators, and local communities on biodiversity conservation initiatives. Participate actively and regularly in the application of the HSE policy of the OPCO and the site. Bachelor’s degree in environmental science, Environmental Engineering, or related field. Minimum 5 years of experience in environmental management and biodiversity activities, preferably in oil & gas or marine operations. Knowledge of environmental legislation and standards (e.g., ISO 14001). Experience with spill response and marine environmental protection is an advantage. Dynamism, autonomous, ability to communicate/convince, rigor, critical and analytical mind. Strong analytical and problem-solving skills. Good spoken & written English, and excellent communication and reporting skills. Ability to work independently and in cross-functional teams. Proficiency in environmental monitoring tools and software.
