POSITION SUMMARY:

The position (K0236803) Environmental Compliance/Regulatory Specialist (Water and Wastewater Inspector)
Public Water Supply Compliance Inspections: A. Performs inspections of a wide variety of ground water and surface water drinking water treatment facilities to determine compliance with federal and state statutes and regulations and to protect public health. Evaluates monitoring data collected by the PWS to ensure data demonstrates compliance with MCLs and other requirements. B. Analyzes operational protocols and collects and compiles monitoring data to prepare reports and correspondence. Completes all inspection reports using SWIFT. Submits inspection reports to the facility and the Bureau of Water within 20 working days of initial inspection. C. Using professional discretion, collects samples for submittal to the KDHE laboratory to demonstrate concerns and deficiencies observed throughout the inspection and potentially to support enforcement referrals. D. Tracks significant deficiencies to ensure they are corrected within 45 days. Evaluates corrective actions through on-site inspection, oral or electronic communication. Updates SWIFT to document correction of deficiencies. Elevates issues of non-compliance to the DEA for referral to the BOW for potential enforcement.

QUALIFICATIONS

  • Education:
  • Bachelor’s degree
  • Licensing & Certification:
  • Valid Driver’s License - Incumbent is required to have and maintain a valid driver’s license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:
  • Two years of experience in an environmental field and/or program. Education may be substituted for experience as determined relevant by the agency
  • Bachelor’s degree in environmental, agricultural or natural sciences/resources.
  • Preferred Qualifications:
  • Eight years of experience in the fields listed above may be substituted for the required education.
  • Microsoft Office and Outlook
  • Proofreading, editing, attention to detail
  • Inspection, regulatory, and/or environmental experience.
  • Previous chemical or biological sampling, analysis, or interpretation experience.
  • Water or wastewater certification and/or experience.
  • Excellent oral and written communication abilities.
  • Previous experience in writing reports.
Responsibilities

JOB RESPONSIBILITIES MAY INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

Wastewater Treatment Facility Compliance Inspections: A. Performs inspections of a wide variety of municipal, commercial and industrial wastewater treatment facilities to determine compliance with the facility’s operating permit, and state and federal regulations and statutes and to protect public health. Evaluates monitoring data collected by the facility to ensure data demonstrates compliance with permit effluent limits. B. Analyzes plant operational protocols and collects and compiles monitoring data for the preparation of inspection reports and facility correspondence. Prepares inspection report and correspondence to the facility, which explain inspection findings including violations or deficiencies which require corrective action. Establishes compliance deadlines for corrective actions. Submits inspection reports and correspondence to the facility and BOW within 20 working days of the inspection. C. Using professional discretion, collects samples for submittal to the KDHE laboratory to demonstrate concerns and deficiencies observed throughout the inspection and potentially to support enforcement referrals. D. Conducts timely follow up on compliance deadlines to ensure corrective actions have been implemented.
