POSITION SUMMARY

This position is responsible for overseeing operation and compliance for two Columbia County landfill facilities: Baker Place Road Landfill (Municipal Solid Waste, currently in post closure care) and William Few Parkway Landfill (Inert Waste, currently active for County operations). Most of the operational work and environmental monitoring will be performed by hired contractors and in accordance with approved contracts and current Procurement policies. This position is responsible for overseeing all contractors, contracts, facility operations, financial tracking, and maintaining environmental compliance. The position will ensure the efficient and cost-effective operation of each landfill while meeting or exceeding the requirements of the landfill operating license(s) and permit(s) and the environmental rules, regulations, and policies of the County, State of Georgia and Federal Government, as applicable. Such requirements are generally clear but may require interpretation in application. Operations are normally routine but may be complicated or require investigation and analysis by fluctuations in processing demand, equipment breakdowns, environmental contamination, or other aspects pertaining to these facilities.
This position is responsible for ensuring overall compliance with the County facilities that have an industrial stormwater permit through the Georgia Environmental Protection Division (EPD). In addition, assists with County Land Disturbance Permits as needed.
Work typically involves standing, walking, and frequent lifting of light objects weighing up to twenty-five
(25) pounds. Work performed at the landfill exposes the incumbent to various weather conditions and may include exposure to dust, grease, and irritating chemicals. Use of personal protective equipment will be required in some instances. Contacts are typically with contractors, engineers, developers, regulatory agencies, citizens, and co-workers.
This position has no direct reports.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of relevant federal, state, and local environmental regulations, particularly those related to solid waste management, landfill operations, closure, and post-closure care in Georgia.
  • Knowledge of monitoring and sampling requirements, parameters, procedures, tools, and equipment for compliance with rules and regulations concerning air, soil, and water associated with landfill facilities.
  • Ability to learn and successfully apply the County’s policies and practices in personnel, purchasing, and budgeting.
  • Ability to learn and successfully apply state requirements for industrial stormwater permits at all County regulated facilities.
  • Skill in maintaining effective working relationships with elected officials, co-workers, regulatory agencies, contractors, engineers, and citizens.
  • Ability to maintain overlapping project schedules while meeting deadlines established by permit, policy, and evolving Department needs.
  • Proficiency in reading and applying regulations, keeping up with changes in applicable regulations, and conveying that information to others.
  • Strong communication and interpersonal skills, including effective verbal and written communication. Skills in record keeping and organization.
  • Ability to learn and apply pertinent fundamentals of biology and chemistry related to solid waste management.
  • Ability to troubleshoot and work with others toward a solution. Solid knowledge of Microsoft Office Suite of products.
  • The employee must require minimal supervision and be completely diligent to plan workload and tasks to fit all scheduling as required.
  • Demonstrates a desire, ability, and work ethic to grow and improve Departmental programs.

DESIRABLE TRAINING AND EXPERIENCE

A degree in Engineering or a related field is preferred. Experience in landfill operations or environmental compliance may be considered in lieu of a degree. Years of experience in landfill engineering, environmental compliance, or landfill operations is strongly desired. Possession of a Georgia Certified Landfill Operator certification or the ability to obtain it within six (6) months of hire is required. Possession of a valid Georgia driver’s license is required.
A combination of education and/or work experience may be substituted for minimum requirements.

Responsibilities
  • Ensures efficiency with all aspects of landfill operations, maintenance, financial tracking, compliance, and contractor supervision.
  • Ensures the landfills remain in compliance with federal, state, and local environmental regulations throughout operational life, and during closure and post-closure phases.
  • Oversees activities and maintains records related to the post-closure plan, including monitoring and maintaining landfill systems such as leachate collection, landfill gas control, and groundwater monitoring.
  • Works with contractors to revise and maintain landfill plans and permits as needed to meet regulatory requirements and facility conditions.
  • Prepares and manages the budget for each landfill and oversees spending. Ensures that budgets and facility contracts comply with current Procurement Department policies.
  • Reviews and submits required reports to regulatory agencies like the Georgia Environmental Protection Division (EPD). Maintains records in accordance with regulatory requirements.
  • Conducts inspections, troubleshoots issues, generates and submits reports, and ensures compliance with EPD’s Industrial Stormwater Permit at all applicable County facilities. Performs industrial stormwater permit inspections at private facilities as needed.
  • Supports the County’s GEOS, NetDMR, and related software needs for regulatory reporting. Researches to identify grant funding opportunities that align with the Department’s mission and goals.
  • Supports grant application development, paying close attention to the unique needs of each grant, as well as supporting the project as needed following award.
  • Performs various administrative duties such as overall customer service answering phones.
  • Assists the Environmental Manager, Stormwater Compliance Manager, and Department as needed. Performs other duties as assigned.
