Minimum Requirements Education and Experience

  • Minimum of 5 years’ experience in Environmental, Health, and Safety role. Note: Alternatives may be accepted: Bachelor’s degree in EH&S related field + 1 yrs. experience, or Associates Degree in EH&S related field + 3 yrs. Experience.
  • ASP or CSP and/or other EHS certificates and credentials desired.
  • Prior experience in process improvement/LEAN/Six Sigma is a plus
  • Proficient computer skills (MS Office, including Excel, Word, and PowerPoint).
  • Strong presentation skills, excellent written and verbal skills

KNOWLEDGE, SKILLS, AND ABILITIES

  • Must have working knowledge of EHS related local, state and federal laws and regulations including but not limited to the following agencies: OSHA, EPA, CalOSHA, CalEPA, DTSC, APCD, and County CUPA
  • Principles and practices of hazardous waste and occupational safety program management to include fall protection, hearing conservation, IIPP, respiratory protection, heat stress, lock out/tag out, hazcom, SDS, hazmat, and other required programs.
  • Principles and practices of detection, identification, classification, containment, assessment and removal of hazardous materials.
  • Occupational Safety and Health Administration (OSHA) regulations. * Environmental Protection Act (EPA) regulations.
  • California State OSHA and EPA regulations.
  • Hazardous material, occupational safety and other applicable laws, codes, regulations, policies and procedures.
  • Scientific instruments used in industrial hygiene and in hazardous material detection and identification.
  • Health and safety regulations and procedures.
  • Operational familiarity with County of San Diego CERS program.

  • Ability to function independently, with regular reporting to the Director of Risk Management.

Responsibilities

PURPOSE

Under direction of the Director of Risk Management, establishes, maintains, manages the District’s Environmental Health and Safety programs; inspects District facilities and grounds to assure compliance with established environmental and occupational safety rules, regulations and procedures; schedule, supervise, and manage District environmental and occupational safety training for District personnel.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  1. Plans, organizes, manages and participates in development and administration of comprehensive occupational safety programs, including industrial safety, occupational health and safety, hazardous materials and environmental compliance, to ensure compliance with all federal and state laws and regulations for employee occupational health and safety and environmental compliance.
  2. Plans, organizes, manages and participates in the development and administration of a comprehensive occupational safety and loss control program, designs and implements loss control and mitigation measures and techniques, monitors the effectiveness of the techniques implemented; directs and oversees the development of new programs to improve workplace safety and reduce exposures to the District; participates in the investigation of accidents and injuries and develops programs to mitigate incidents.
  3. Develops, recommends and implements Injury and Illness Prevention Program policies, procedures and initiatives to comply with regulatory requirements and to reduce incidents of employee accidents and injuries; serves as District expert on occupational safety and environmental compliance matters to District management; monitors safety program compliance through review of accident reports, field visits and safety committee reports and suggestions; Develop, maintain, and ensure delivery and documentation of safety-related training programs, new hire safety programs, annual Cal-OSHA trainings, monthly training, toolbox safety topics, and safety programs.
  4. Routinely inspects District sites and facilities to detect existing or potential health and safety hazards, and recommends corrective or preventive measures where indicated; performs periodic internal safety audits.
  5. Monitors health and safety legislative and regulatory changes; evaluates implications for District policies, programs and operations and recommends changes to ensure compliance stays abreast of industry practices and trends
  6. Communicate with District personnel (ex- Director of Safety, Site Administration, Project Managers, etc.) and outside agencies to exchange information, coordinate activities and resolve issues or concerns; collaborate with fire departments, Air Pollution Control Districts, the Department of Environmental Health Hazardous Materials Division and related agencies as required for District safety operations and activities.
  7. Develop, implement, manage, and serve as a member of the District Safety Committee that provides recommendations for a safe work environment
  8. Monitors all chemical inventory lists and hazardous materials/waste for sites and departments. Review and manage District’s California Environmental Regulatory System (CERS) for compliance. Assist sites with CERS requirements.
  9. Ensure compliance with all regulatory bodies and standards (including OSHA, EPA, CERS, etc.)
  10. Assure District compliance with established laws, rules, regulations, guidelines and procedures related to hazardous materials; conduct District-wide investigations to identify hazardous materials; assure compliance with regulations pertaining to loss prevention, industrial hygiene standards and hazardous waste maintenance and removal; assure proper storage and labeling of hazardous materials.
  11. Participate in defensive driver training program and assist with District vehicle safety policy coordination. Train district drivers using District approved training system when needed.
