Clark County Health Department (CCHD) is seeking qualified applicants for the position of Environmental Health Specialist (EHS). The EHS is responsible for conducting inspections and performing investigations to ensure negative effects to human health from environmental factors are prevented or limited. Environmental health plays a key role in the public health system, and the EHS will work to safeguard the public’s ability to enjoy a safe and healthy place to live, play, work, and learn. The EHS will work in an office setting and work in the field outdoors and in regulated facilities. To be effective in this position, an individual should be able to manage multiple projects at a time. Applicants must be able to effectively communicate with individuals orally and in writing. Applicants must be able to affectively research and communicate public health laws and regulations. Applicants should be able to deal with difficult individuals and challenging situations while remaining calm, professional, and task oriented. The EHS often works independently, but must be able to collaborate and work in a team setting.
Responsibilities:
Research, understand, and enforce federal, state, and local public health laws.
Effectively document complaint investigations and inspection reports for regulated facilities and interested parties.
Perform plan reviews of engineer design plans for regulated facilities to determine if the facility will satisfactorily meet public health laws prior to construction and opening.
Inspect regulated facilities, such as retail food establishments, bed and breakfast facilities, temporary food establishments, mobile food establishments, farmer’s markets, public and semi-public swimming pools, onsite sewage systems, and tattoo and body piercing facilities.
Investigate concerns and complaints regarding healthy housing, mold, lead, asbestos, insects and rodents, open burning, solid waste, hazardous waste, chemical and petroleum spills, clandestine laboratories (i.e. methamphetamines after lab seizure by police), water quality and other issues affecting environmental health or human health.
May perform lead risk assessments, which are on-site investigations to determine the presence, type, severity, and location of lead-based paint hazards (including lead hazards in paint, dust, and soil) and provide suggested ways to control them.
May perform community wide mosquito control. Survey mosquito population countywide to determine species type, severity of population in specific areas, and determine if there is West Nile virus (WNV) present. Investigate harborage and breeding sites to determine control measures needed. Apply larvicide to standing water observed as mosquito breeding sites (i.e. fish ponds, tire piles, marshes, abandoned pools, containers, roadside ditches, catch basins, failing septic systems, etc). Apply adulticide via ultra-low volume (ULV) spraying in response to positive WNV mosquito samples, positive WNV human case clinically identified, or prior to community events in areas where mosquito populations are known to exist.
May perform rabies control measure in response to animal bites. Investigate animal bite reports submitted to Clark County Health Department. Place biting animals on quarantine or send for rabies testing based on state communicable disease rule and best guidance from Indiana Department of Health and Indiana Board of Animal Health.
Participate in community outreach events and health fairs.
Demonstrate the ability to manage environmental and public health emergencies during weeks of on call duty, working closely with first responder agencies and the Indiana Department of Environmental Management.
Participate in public health emergency preparedness activities. Planning and training for and responding to public health threats.
Provide education to the community via one-on-one communication and/or presentations.
Attend conferences, meetings, and trainings as needed.
Certifications that may be required after employment: ICS (100, 200, 300, 400, 700, 800), Certified Lead Risk Assessor, Pest Control Applicator, Certified Food Protection Manager, Certified Pool Operator, and other miscellaneous certifications that may be necessary.
Become a Registered Environmental Health Specialist after two years of employment.
Participate in public health accreditation efforts.
Complete any other duties assigned by the Environmental Health Supervisor or other superiors to promote and protect the public health.
Requirements:
Must have a Bachelor’s degree from an accredited college or university, and meet the educational requirements to obtain a REHS/RS Credential from the National Environmental Health Association after two years of employment. https://www.neha.org/rehs-eligibility-apply
Must have the ability to collect and record data and communicate effectively in writing and verbally.
Basic technical knowledge with Microsoft Office products and able to use department databases effectively.
Must be able to effectively deal with difficult individuals on complex issues to get inspections and complaint investigations resolved.
Must be able to work both independently and as a team member.
Must be able to work in all weather conditions and be willing to work outside of the normal office hours, including some nights and weekends.
Must be able to carry equipment weighing up to fifty pounds on uneven and wet terrain while treating for mosquitoes.
Must be able to bend, stoop, kneel, crawl or hike during, inspections, or investigations. Will be working in urban and rural environments.
Must possess a valid driver’s license and be able to operate county vehicles appropriately.
