JOB OVERVIEW

We are seeking an Environmental Program Specialist for an exciting on-site opportunity at Branch Health Clinic Iwakuni, supporting environmental compliance and waste management operations under the guidance of USNMRTC Yokosuka. This role provides support for Solid, Hazardous, and Medical Waste programs, including spill prevention and response at BHC Iwakuni, BHC Sasebo, and Hario Housing. Duties include coordinating waste handling operations, ensuring compliance with BUMED, Navy, and local regulations, and supporting environmental initiatives to improve recycling, reduce costs, and increase waste diversion. Medical screening and enrollment in the Medical Surveillance Program (MSP) are required per Occupational Health regulations.

Required Qualifications:

  • High school diploma required with at least 2 years managing Hazardous and/or Regulated Medical Waste.
  • Familiar with JEGS, OPNAV M-5090.1, infection control, PPE, and environmental program management principles.
  • Skilled in writing reports, SOPs, and professional correspondence; able to deliver clear briefings and presentations.
  • Proficient in Microsoft Office; able to create flowcharts and collaborate effectively with military and civilian personnel
Responsibilities

MWSA COORDINATOR DUTIES INCLUDE:

  • Provides staff training on proper segregation, packaging, labeling, and handling of Medical Waste (MW) using EPM-provided materials. Ensures adherence to NAVHOSP Yokosuka’s MW procedures and applicable regulations.
  • Maintains cleanliness and compliance of infectious and non-infectious MW storage areas, ensuring waste is secured from unauthorized access and that refrigerated units are properly used
  • Schedules and coordinates MW pickups, monitors waste transport to the Medical Waste Storage Area (MWSA), and inspects containers for integrity, labeling, and packaging.
  • Tracks MW weights, maintains disposal logs and manifests (retained for 5 years), conducts inspections for regulatory compliance, and coordinates with contractors for waste pickup.

IWAKUNI AND BHC SASEBO (20%) DUTIES:

  • Assists the Environmental Program Manager (EPM) in implementing and maintaining compliance with JEGS, DoD, Navy, BUMED, NHY, and local environmental regulations. Supports audits, inspections, and corrective actions while providing guidance to branch clinics.
  • Oversees local environmental practices, reviews and implements SOPs and instructions annually, and ensures compliance for HW, SW, and MW programs. Acts as subject matter expert for proper waste processing and disposal.
  • Provides environmental oversight for construction projects, identifies non-compliance issues, and assists in developing corrective projects, including scopes, plans, and material lists.
  • Serves as the environmental point of contact for BHCs, including BHC Sasebo. Offers remote support and conducts semi-annual site visits, reviews MW/HW management plans, and ensures proper tank and waste program management.
