JOB SUMMARY

UConn Environmental Health and Safety (EHS) is seeking an EHS Specialist to join the Environmental Programs team at the Storrs and regional campuses. The role will monitor compliance with applicable federal and state regulations and University policies through data collection, records assessment, surveys of University operations and review of construction projects. The selected candidate will provide consultation to the University community regarding appropriate regulations, policies, and procedures regarding construction and renovations, regulated building materials such as asbestos and PCBs, soils and wetlands management, UST and AST management, dam safety, and other activities that may impact University compliance with regulations related to air, water, and waste management.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in environmental health and safety, environmental engineering, environmental science, or another closely related field.
  • 4 or more years of experience in the environmental compliance field. One year of experience must be serving in an advanced capacity.
  • Knowledge of federal and state regulations (i.e., EPA, CT-DEEP, RCSA, etc.) and recognized consensus standards regarding environmental compliance.
  • Oral and written communication skills that demonstrate respectful interactions with a diverse community of University faculty, staff, and students of all cultural, social and educational backgrounds, as well as regulatory agencies and contracted vendors.
  • Experience working independently to analyze information, draw conclusions and understandings, and present results effectively to the supervisor and others.

PREFERRED QUALIFICATIONS

  • Professional certification in one or more Environmental Professional related disciplines (e.g., Licensed Environmental Professional).
  • Experience working in a multi-faceted workplace with multiple campuses, properties, and/or facilities.
  • Experience managing regulated building materials and/or site remediation projects.
Responsibilities
  • Monitors University compliance with applicable regulations and University policies in one or more program areas through the collection of appropriate data and records, and surveys of construction projects and other University operations and activities.
  • Provides environmental compliance guidance and support to administrative and academic departments.
  • Provides consultation to the University community regarding appropriate procedures, regulations, and policies applicable to plans and activities that may impact environmental compliance.
  • Develops and reviews environmental compliance training programs regarding environmental health to comply with federal and state regulatory requirements and University policies.
  • Performs tasks to obtain permits for regulated University activities, including, but not limited to, wastewater discharges, air emissions, construction, and land use.
  • Reviews reports, policies, and regulations and provides guidance on the management of regulated building materials, excess soil and fill, and other wastes generated from University operations.
  • Supports compliance programs such as dam safety, above and underground storage tank management, landfill closure and ELUR requirements; Municipal Separate Storm Sewer System; and TMDL programs.
  • Supports UConn’s public water supply and wastewater treatment compliance activities, including NPDES permitting, Water Supply Plan, and the Fats, Oil, and Grease (FOG) program.
  • Evaluates Project Review Committee Memoranda of Understanding and advises project teams on environmental compliance issues for upcoming building and infrastructure projects.
  • Monitors current and proposed environmental laws and regulations and advises the University on changes in requirements that could impact University operations, compliance strategies, staff, and contractors.
  • Conducts environmental inspections and compliance assurance reviews, including, but not limited to, dam safety, landfill, regulated waste, and sedimentation and erosion controls.
  • Supports regulatory audits and inspections and responds to findings.
  • Responds to environmental release incidents (e.g., spills) and investigates inquiries involving environmental compliance issues, recommending corrective measures and directing remedial actions when appropriate.
  • Collaborates with and manages environmental consultants who perform work for the University.
  • Works with EHS and Facilities staff to maintain the Title V permit, NSR permits, and other requirements to comply with federal and state regulations regarding air emissions and air quality.
  • Performs field work such as turbidity monitoring, water and soil sampling, and investigates concerns.
  • Performs other EHS-related duties, as required.
