Description

The Susquehanna River Basin Commission (SRBC), an interstate water resources management agency, seeks a Compliance Specialist 1 for its compliance program. The position is located in our Harrisburg, Pennsylvania office. This position ensures the regulated community complies with SRBC rules and regulations governing the management of water resources within the Susquehanna River Basin. Duties will include both technical and on-site reviews of a wide array of water-related projects for consistency with agency regulations. Candidates must have a good understanding of basic hydrologic concepts and be familiar with hands-on applications of water metering systems.

More specifically, responsibilities include:

  • Conduct on-site inspections of proposed or existing facilities during traditional and non-traditional working hours.
  • Apply Commission regulations, procedures, and policies to field inspections of proposed or existing facilities as part of the Commission’s compliance program.
  • Prepare written inspection reports and enforcement correspondence.
  • Maintain accurate working knowledge of all Commission regulations, procedures, policies and forms.
  • Respond to complaints received pertaining to alleged non-compliance activities at Commission approved projects/facilities.
  • Review submittals required by Commission approval/permit conditions.
  • Review water use data and conduct record audits of Commission approved projects.

    Candidates with the following eligibility requirements will be considered:

  • Bachelor’s degree in biology, soil science, forestry, physical geography, geo-environmental science, environmental studies, water resource management, or a closely related field.

  • Up to 2 years of professional working experience in an environmental science or water resource management position preferred.
  • Experience in environmental consulting, with regulatory compliance a plus.
  • Excellent oral and written communication skills with considerable knowledge and skill with Microsoft Office and database applications.
  • A demonstrated ability to work independently out of the office under all weather conditions.
  • Self-motivated individual with the ability to organize and manage multiple projects and meet deadlines.

    The Commission’s compensation plan includes a combination of a competitive salary of $53,800 (additional pay for overtime possible), and comprehensive benefits including health care insurance and participation in Pennsylvania State Employees Retirement System. There is no civil service exam requirement.
    A cover letter with salary expectations and a resume emphasizing relevant experience are required and must be submitted by Friday, October 3rd, 2025.
