Description

IEM is looking for a Full Time- Environmental Specialist to join our team. Supports environmental review and compliance for CDBG-MIT projects in Puerto Rico. Responsibilities include staying updated on regulations, conducting eligibility evaluations, preparing required documentation (NEPA, 24 CFR Part 58), and assisting with fund release requests. Also involved in monitoring construction projects and coordinating best practices for environmental impact analysis.

Primary Location:

  • Candidate must live a commutable distance to Guaynabo, PR.
  • Position will be a fully in office role, we cannot accommodate remote work from home.

TRAVEL REQUIREMENTS:

  • This position may require travel to complete work assignments or attend meetings.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree or higher education in Environmental Science, Biology, Archaeology, Geology or similar field.
  • Five (5) years of experience with the environmental clearance of federally funded programs involving construction work.
  • Must have completed Categorical Exclusions (CE) not Subject to 58.5, CEs Subject to 58.5, and Environmental Assessments for HUD funded infrastructure projects.
  • Must have been involved in the completion of an Environmental Impact Statement for federally funded construction project(s).
  • Excellent writing and presentation skills to present technical reports to non-technical people.
  • Fluent verbal and written communication skills (Spanish / English)

PREFERRED QUALIFICATIONS:

  • Experience in federally funded infrastructure projects.
Responsibilities
  • Maintain awareness, knowledge and applicability of most recent federal and local environmental laws, regulations and policies that may apply to PRDOH’s CDBG-MIT programs.
  • Participate in the development of tools to perform preliminary environmental evaluations to determine eligibility of project pre¬ application under CDBG-MIT programs.
  • Develop work plan to perform environmental related studies, analysis of impacts and recommendations for projects under CDBG¬ MIT programs. Including cost effective solutions required to be considered in construction documentation.
  • Prepare all required documentation to comply with NEPA, 24 CFR Part 58 all applicable environmental related laws and regulations in Puerto Rico.
  • Coordinate and implement the most current and applicable best practices for environmental reviews under CDBG-MIT IMP Program.
  • Develop all documentation required to accomplish environmental reviews under CDBG-MIT programs (for example: project description, maps, photographs, studies, consultation and other correspondence, public notices, programmatic agreements, etc.)
  • Evaluate, identify, and implement all necessary activities to perform environmental review considering project aggregations (whenever is necessary) in CDBG-DR and CDBG-MIT programs.
  • Provide all necessary support to the PRDOH to develop and process activities regarding requests for release of funds for CDBG-MIT programs.
  • Coordinate and support monitoring activities for environmental compliance for construction projects under CDBG-MIT programs.
