Description
In its pursuit to become a Competitive Commercial Power Utility within the Region, Botswana Power Corporation invites applications from suitably qualified, highly energetic, dynamic, result oriented, innovative, and customer focused individuals, who believe they can be part of a great team that delivers power to Botswana to apply for the below listed position not later than 07th November 2025. Main purpose of the position To implement and monitor environmental safeguards across power infrastructure projects sponsored by the World Bank. The Environmental Specialist ensures that all project activities comply with both national environmental regulations and the World Bank’s Environmental and Social Framework (ESF), minimizing environmental risks and promoting sustainable development practices. Job Responsibilities Participate in environmental safeguard policy/operation manual (OM) formulation and review. Prepare BPC project action plans, Environmental and Social Impact Assessment/ Environmental Management Plan (ESIA /EMP) outlined environmental impact mitigations /monitoring plans as well as community and stakeholder consultations. Coordinate environmental safeguards consultants of different projects. Lead and facilitate as needed liaison and contact with clients, non-government organizations (NGOs), development partners, contractors and within BPC. including coordinating responses to NGO‘s complaints. Participate in the implementation & carrying out SHEMS objectives safety, health and using established procedures. Review and implement environmental and social management framework (ESMF), environmental and social management plans (ESMP), environmental and social impact assessments (ESIAs),assess the baseline conditions and potential site-specific environmental risks and impacts and other Environmental safeguards project documents to ensure that project implementation is in compliance with the provisions of the statutory instruments and with the requirements of the environmental safeguards policies of Government, BPC or any implementing development partner that have been triggered for a particular project. Coordinate and facilitate consultants engaged to carry out environmental and social impact assessment and monitoring of safeguards instruments implementation. Prepare training materials and conduct technical training workshops to project coordinating units (PCU), project implementing teams (PITs), community committees of environmental safeguards requirements. Develop stakeholder engagement and communication strategy. Prepare and deliver verbal and written presentations to BPC’s employees and management and public. Monitor follow-on action of recommendations. Adhere to operational procedures and systems and make necessary recommendations. Prepare efficient and effective sectional budget, making recommendations for expenditure and establish a performance culture. Manage early detection and resolution of statutory, regulatory compliance requirements. Coordinate and deliver required outcomes for a portfolio of contracts and negotiates service level agreements while planning, coordinating and supervising activities related to major contracts. Execute a communication plan by working within established communication systems and procedures. Assess and coordinate Environmental and Social outcomes for a portfolio of projects to ensure monitoring of risks and impacts while reporting to management. Deliver prescribed outcomes for area of responsibility by working within established strategic planning systems. Qualifications • Bachelor’s Degree in Environmental Science,   Environmental Management, Environmental Engineering, or   related field. • Certification in ISO 14001, NEBOSH, or equivalent. • A valid drivers’ license is a requirement. • Master’s Degree in related field is an added advantage Experience • At least five (5) years post qualification experience in   environmental management of which three (3) years will have   been in a middle supervisory position in a donor-funded   infrastructure projects or related industrial environment. • Demonstrated experience with World Bank Safeguard   Policies and/or Emergency Support Function (ESF)   implementation. • Direct experience and knowledge of the World Bank’s   Environmental Social Framework is an added advantage. • Excellent command in spoken and written Setswana which shall be   the mode of communication during most stakeholder engagement   sessions.
